Manager, Technical Services - Maintenance Services Department
Vancouver Airport Authority - Vancouver, BC
The Vancouver Airport Authority has a permanent, full-time opportunity for a Manager, Technical Services in the Maintenance Services Department. The Manager, Technical Services will provide full life-cycle management support including: technical support and problem solving for the maintenance group; technical standards and transition plans for capital projects; and championing technical innovation through delivery of sustaining capital projects for specialized airport systems and facilities such as emergency power, baggage, runway, lighting and other terminal building systems.

Key responsibilities include: 
  • Delivering full life-cycle technical support in the form of technical requirements, design reviews and inspection of critical airport systems, system and service documentation, identification of Maintenance training requirements, integration and deployment plans, resolving technical issues, and handover to operational maintenance
  • Developing and maintaining technical requirements and specifications for critical airport systems including runway lighting, baggage handling, and electrical and mechanical systems
  • Providing technical standards and requirements for critical airport systems to various Engineering project teams during design development and participating in design reviews to ensure compatibility of new project work with existing airport systems
  • Reviewing installation and construction of critical airport systems to ensure compatibility with technical standards for critical airport systems and raising deficiencies or issues with the Engineering project managers for resolution
  • Interfacing with third party suppliers of major systems equipment such as baggage, electrical switch gear and HVAC to ensure compatibility with YVR standards or to resolve issues
  • Developing transition plans and programs in line with recognized best practice methodology (managing risk, governance, quality assurance, issue resolution, reporting) to move projects from construction completion to operational maintenance
  • Providing technical resources to assist the Maintenance crews in cases of unusual or difficult issues; investigating and developing options to resolve these issues
  • Developing and delivering sustaining projects to resolve technical issues, upgrade older systems or pilot new technology
  • Championing technical innovation projects for critical airport systems
  • Ensuring projects and services delivered by the Technical Services Team are within time and budget constraints and meet the required level of quality
  • Monitoring the program/project ensuring issues are resolved in a timely manner and the appropriate corrective actions are implemented
  • Reviewing the outcomes of the Service Transition Plans to determine any corrective actions that could be taken to improve future delivery in terms of cost, quality and improved maintainability

Key qualifications include: 
  • Interprovincial Tradespersons Qualifications and completion of an Applied Science or Technologist Program or Electrical or Mechanical Engineering Degree in a relevant discipline, or equivalent combination of education and experience
  • Experience with planned maintenance systems
  • Ability to read and understand architectural and engineering design drawings and reports
  • Knowledge of CAD and database software, as well as, air navigation regulations would be assets
  • Familiarity with construction materials and installation methods
  • Excellent communication (both written and verbal) and interpersonal skills in order to ensure that professional engineers, architects, project managers and contractors comply with all Airport Authority regulations and construction practices
  • Exceptional organizational skills and attention to detail
  • Advanced knowledge of MS Office applications
Shift and weekend work are required, as the Airport Authority’s Maintenance Department is in operation 24 hours a day, 7 days a week.
