Airport Manager – Lynn Lake Airport
Background: CYYL is a critical facility, as the gateway to northwest Manitoba and central Nunavut, for opening up resources (mining), tourism (lodges) and social services. YYL Airport Inc. has leased the airport from the Town with an option to purchase. The YYL Inc. business model is to be a partner in the air transport supply chain, first winning back the business that has been lost in recent years, partnering with operators in new services, then developing ventures like a restricted airspace proving ground for UAS and a technology demonstration program for hybrid airships, while positioning for the anticipated resurgence in the mining industry. The airport manager will be directly involved in all of these initiatives, with the scope to exercise initiative and contribute to innovation, while learning from experienced aviation professionals.
Compensation: up to $4000/month, plus accommodation and vehicle.
NOTE: This position is being supported by the CCAA and HRSDC Youth Employment Strategy (YES) and candidates must meet the criteria of: Between 15 and 30 years of age (inclusive); Out of school; A post-secondary graduate; A Canadian citizen, permanent resident, or person who has been granted refugee status in Canada; Legally entitled to work according to the relevant provincial legislation and regulations; and not in receipt of Employment Insurance (EI) benefits
Summary: Reporting to the VP Operations, The Airport Manager will ensure the safe, efficient operation of the Lynn Lake Airport (YYL) in accordance with the Airport Operations Manual (AOM) and the Canadian Aviation Regulations (CARs). This position requires occasional overtime, weekend and call‐out work.
Administrative Duties
• Budget preparation and control of expenditures for the airport.
• Maintain accurate records and generate reports for all airport facilities as required by regulation and/or policy, on an ongoing/monthly/annual basis.
• Maintain, and amend as necessary, all required documentation, manuals, and policies required for the operation of a Certified Airport (including the airport’s Safety Management System, Emergency Management Plan,Wildlife Management Plan etc.)
• Carry out all duties as directed by the Airport Operations Manual (AOM), and CARs to ensure compliance with all applicable Federal and Provincial regulations to maintain certification and legal operation of the airport.
• Maintain work records, maintenance repair logs, vehicle inspection forms, daily work logs, Transport Canada inspection records and any other relevant documentation.
• Maintain an inventory of all stock, oil, lubricant, spare parts, lighting supplies and other materials.
• Issue Notices to Airmen (NOTAM) or a Direct Notice to Pilots to report any activity or conditions affecting aviation safety at the airport.
• Completing daily inspection records, noting all discrepancies and initiating corrective action.
• Administer the Airport’s Safety Management System
• Actively promote the Lynn Lake Airport and its partner businesses including maintenance of the Web Site and responding to queries
Airside Duties
• Runway condition reporting during the winter months involving use of decelerometer.
• Load bearing surface evaluation involving daily inspection of the runway, taxiway and apron for damage or foreign objects and removing / repairing accordingly.
• Removal of snow and ice – friction index testing as required.
• Grass cutting, fertilizing, pruning or reseeding and preventing the uncontrolled growth of brush in critical areas of the airport.
• Maintaining airport facilities and buildings in a professional manner.
• Wildlife control and removal.
• Inspection and maintenance of runway lights, approach lighting and systems including PAPIs, rotating beacon and clearance lights.
• Carry out maintenance and minor repairs of asphalt pavement and gravel surface runways, taxiways and aprons.
• Ensure Obstacle Limitation Surfaces (OLS) are not impeded by obstacles such as trees, towers, buildings, etc.
General
• Operate and communicate daily using radio and electronic equipment.
• Operate a variety of mobile and heavy equipment including: plow truck, runway sweeper, snow blower, front end loader, tractor/mower and other service vehicles.
• Assist with special projects and events where relevant.
• Supervise contracted service providers working at the airport.
• Other duties required from time to time in relation to the safe and efficient operation of the airport.
Qualifications
• Restricted Radio Operators License (or able to obtain within three months).
• Completion of post‐secondary education in airport/aviation management.
• Ability to communicate effectively both orally and in writing.
• Ability to establish and maintain effective working relationships with the public, contractors and other partners
• Equipment Operation experience an asset, Training on Lynn Lake equipment and procedures will be provided
• Ability to work in a variety of weather conditions.
• Valid FAC (Firearm Acquisition Certificate) in accordance with Wildlife Management Plan (or able to obtain within three months).
• Computer proficiency with Microsoft Office Suite; web site development and marketing an asset.
• Class 5 Driver’s License in the Province of Manitoba with clean abstract (or able to obtain within three months).
