Purpose: The CAO and General Manager will direct the planning and management of the airport in accordance with the PMAS Master Plan and as directed by the PMAS Board of Directors. Responsible for the safe and efficient operation of the airport within the authority vested through Transport Canada and in accordance with Transport Canada and Nav Canada regulations. The CAO and General Manager will report to and work with the Board of Directors and oversee a team of eight.
Essential Duties:
- Direct, manage and participate in the development and implementation of goals, objectives, policies, and priorities for all aspects of the Airport.
- Plan, organize, and direct the operation/maintenance, safety, and property management activities through department managers;
- review recommendations and actions of managers;
- monitor and evaluate the efficiency and effectiveness of various methods and procedures;
- assess and monitor work load, staffing and support levels, and internal relationships; identify opportunities for improvement and implement improvement strategies;
- select, train, motivate, and evaluate airport personnel;
- perform work evaluations; implement and monitor recognition, discipline, and termination procedures.
- Monitor and review trends in Airport operations and management issues;
- recommend and implement operational, procedural, and policy improvements.
- Manage and direct the development and administration of the annual budgets; direct forecasting of funds required for various areas, prepare recommendations and specifications for airport purchasing and capital improvement projects, direct the monitoring and approval of expenditures;
- recommend and implement corrective action on budget variances.
- Develop effective working relationships with government personnel to negotiate and resolve significant and/or controversial issues;
- develop an effective liaison plan for communication with airport tenants/businesses;
- ensure the development of a positive business climate for the airport;
- develop, implement, and monitor effective marketing strategies for the continued progress of the Airport;
- acts as media contact regarding airport activities and initiatives.
- Manage and direct the continual development of the Airport Operations Manual, Safety Management System, Emergency Procedures Manual, and Human Resources Policy Manual.
THE PERSON
Required Experience and Credentials
The ideal candidate will possess the following qualifications and experience:
- Possess a post secondary education in business or aviation management, an MBA would be considered an asset;
- Minimum eight years of demonstrated management success, preferably with exposure to the airport or airline industries;
- Possess a solid understanding or strong willingness to learn airport operations, airport standards, and recommended practices;
- Possess solid financial acumen with a strong commercial focus;
- Proven experience in strategic planning, organization development, and achieving results in building teams and effective employee relations;
- Exposure to implementing development plans, capital works, and infrastructure programs;
- Experience in a multi-dimensional service organization with proven ability to provide focus and leadership, adapting and integrating planning, policy and program initiatives; and
- Proven track record of accomplishments and career advancement.
- Possess strong analytical skills, with the ability to apply in-depth knowledge of operations and facilities management and translate these to business opportunities;
- Have strong presentation skills, one-on-one and in group settings;
- Possess excellent organizational skills, interpersonal and communication skills;

The origins of Pitt Meadows Regional Airport date back to May 1961, when the Department of Transport
announced its decision to build a new airport in Pitt Meadows that would serve as a satellite to Vancouver
International Airport.
The airport opened on July 20, 1963. Pitt Meadows is thirty-two kilometers northeast of Vancouver International Airport and serves the area north of the Fraser River from Mission to and including Vancouver. It is a general aviation satellite airport, catering to flying training, aircraft maintenance businesses, and commercial charter operations. A new parallel asphalt runway was opened in June 1970, and today, the airport has three asphalt runways. A portable control tower began operations in September 1967, and the permanent tower was opened in August 1969. In 1975 a new seaplane ramp was built providing access to the airport for float aircraft. Travelers on a Canadian or U.S. registered private, company-owned, or small charter aircraft carrying no more than 15 passengers have to use a telephone reporting system to get permission from a customs or immigration officer to enter Canada. However, there are different benefits for CANPASS permit holders and travelers without CANPASS permits.
The Pitt Meadows Regional Airport was transferred from Transport Canada to the Pitt Meadows Airport Society (“PMAS”) in 1998, effective May 19, 1999. PMAS is a not-for-profit organization, focusing on enhancing and promoting development and growth within the region.
