Manager, APEX in Safety Programme

Airports Council International (ACI) is the international association based in Montreal that serves and represents the interests of more than 1,700 airports worldwide. ACI works with its member airports and other industry stakeholders to enhance the efficiency of processes and services provided to passengers at airports. It does this by promulgating leading practices and guidance material, providing training and continuing education opportunities to airport staff and by providing benchmarking services through different projects and programmes.
A top priority for ACI is the safety of airport operations. ACI launched its Airport Excellence (APEX) in Safety programme to help airports improve the level of safety of their operations. The cornerstone of the programme is the Airport Safety Review, an ACI-led peer review and gap-analysis assessment of the airport against ICAO Annex 14, 19 Standards and Recommended Practices and industry best practices. ACI seeks to recruit 2 experienced airport safety professionals to play a key role in the implementation of its APEX in Safety Programme.

Reporting to the Manager, APEX Programme, the managers would be responsible for:
  • Planning the Airport Safety Review at selected airports, organising the team of assessors drawn from peer airports and other organisations and leading the mission on site;
  • Compiling and final authoring of Airport Safety Review reports, making recommendations for improvement and assisting with follow-up activities;
  • Contributing in the development of guidance material, training and safety management tools;
  • Participating in the delivery of safety-related training;
  • Helping in the organisation of an annual safety conference and meetings; and
  • Supporting the further development of the APEX in Safety Programme.
  • The position involves significant and extended periods of travel, particularly in Africa, Asia-Pacific, Latin America and the Caribbean to conduct airport safety reviews (expect 50% of time in travel)
The successful candidate will likely:
  • have a degree or professional qualification in related technical area (e.g., airport management, airport operations, engineering, safety, ATC);
  • have 10 years of relevant experience in aviation operations and safety, including an in-depth knowledge in the practical application of ICAO Annexes 14 and 19, the infrastructure and equipment requirements for aerodrome certification, implementing a Safety Management System and airport emergency plans;
  • be highly motivated and resourceful, with a track record of accomplishment as a team leader;
  • be an experienced safety assessor/auditor and/or trainer;
  • have excellent organising, communicating and writing skills;
  • be fluent in written and spoken English;
  • be fluent or very proficient in French or Spanish, and
  • be proficient in the use of computers and the Microsoft Office suite.
The following designation will be considered an asset:
  • International Airport Professional (IAP) Graduate
Salary Offered: based on experience

Employment Term: 3 year contract
Location: 800 rue de Square Victoria, Montreal, Quebec
The successful candidate should ideally be able to start as early as possible. Employment in Canada of Non-Canadian Residents will be subject to the issue of a Work Permit and this could affect the start date.
