The eligibility list may be used to staff permanent or fixed-term positions with similar responsibilities and qualifications.
Summary of responsibilities: Reporting to the Manager, Regional Performance and under the functional supervision of the Team Leader, Screening Performance, the Performance Officer is responsible for observing, recording and reporting on Screening Contractor (SC) operational performance at the assigned airport, and various other designated airports, in accordance with all applicable policies, procedures and directives. The Performance Officer performs all other duties and responsibilities related to the position as required. The responsibilities include:
Oversight
- Monitor screening operations at Pre-board Screening (PBS), Hold Baggage Screening (HBS) and Non-Passenger Screening (NPS) checkpoints to ensure procedural compliance to CASTA’s Standard Operating Procedures (SOPs), Operational Bulletins and directives.
- Observe and report on screening operations at PBS, HBS and NPS checkpoints to ensure compliance to CATSA's screening service contracts.
- Observe and report on customer service and overall quality of service delivery, including compliance of Screening Officers (SOs) with CATSA’s standards for professional conduct and dress and deportment.
- Contribute to the development of corrective actions aimed at enhancing operational performance.
- Conduct PBS and HBS performance testing and inform management of results.
Operational Capacity, Efficiency and Effectiveness
- Observe and report on daily trends associated with operational capacity, service delivery and throughput efficiency at screening checkpoints.
- Observe, record and report on the effectiveness of SC management of checkpoint operations, including supervision and coaching.
- Review weekly performance graphs to analyze oversight results and provide recommendations to management.
Partnerships and Stakeholder Relations
- Observe and report on coordination and overall effectiveness of CATSA and security partner cooperation in responding to emergency situations and incidents.
- Assist CATSA regional management, police and law enforcement in responding to incidents and conduct associated follow-up.
Qualifications: Essential
- Post-secondary education in Quality Control, Logistics, Law Enforcement or another specialty relevant to the duties of the position;
- A minimum of two (2) years of experience conducting inspections or monitoring in a highly regulated environment where compliance to operating standards and procedures is critical;
- A minimum of one (1) year of experience writing reports and giving recommendations to management.
Valuable
- Experience working in the aviation and/or security sectors;
- Ability to use a variety of software applications such as Word, Excel, PowerPoint and mobile devices.
- Experience working in customer service and/or quality assurance and performance measurement;
- Exposure to unionized work environments;
- Knowledge of the aviation industry and the related regulatory and security issues;
- Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation
