Officer, Noise Information
Greater Toronto Airports Authority - Toronto, ON
Full-time, Permanent
Reporting to the Manager, Noise Management Office, this position is responsible for oversight of the systems, process, response, reporting and public education in support of the Toronto Pearson’s complaint and noise information process component of the Toronto Pearson’s Noise Management Program.

Job Description
Key Accountabilities: 
  • Maintain and ensure the accuracy of operations and data collected by the Aircraft Noise and Operations Monitoring System (ANOMS)
  • Using the ANOMS system and other data sources, track and investigate community questions and concerns
  • Research, analyze and interpret noise data and noise complaints as they relate to aircraft and airport operations
  • Respond to inquiries (phone, email, and in-person) from residents, elected officials and industry partners regarding noise issues and represent the GTAA in explaining the noise abatement procedures and other program rules and standards
  • Develop methodology for gathering and analyzing data, and summarize conclusions, propose further actions, identify trends and assess risk
  • Develop and produce data reports on weekly, monthly, quarterly and annual reports for the public, committees, management and the Board about airport operations and noise complaints
  • Prepare studies, reports and statistical analyses of airport operations, noise and complaint data at appropriate level of detail and makes presentations at public forums, the Community Environment and Noise Advisory Committee or the Technical Noise Committee
  • Assists in response to requests for information from elected officials, community groups and the general public and conducts formal presentations to each of these groups; assists in presentations and education for internal stakeholders as well
  • Oversight of the GTAA’s Noise Monitoring Terminals (NMTs), including supporting portable noise monitoring and preparing reports that analyze the results for presentation to technical committees
  • Support community engagement activities such as community open houses, consultation programs, and events
  • Develop work plans for students that covers orientation, training, cross training, day to day tasks, and project management

Job Requirements
Qualifications: 
  • Post-secondary degree/diploma in a relevant field with a minimum 3 years of work experience in a similar fast-paced multi-stakeholder environment
  • Minimum 2 years of demonstrated experience in customer service and interacting with both internal and external stakeholders
  • Minimum 2 years of experience with data collection and entry, metrics, reporting and analysis
  • Must have a fully satisfactory work performance in his/her current position and a work record that is void of discipline and unacceptable attendance that would have a bearing on the duties, roles and responsibilities of the posted position)
  • Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities: 
  • Knowledge in one or more of the following areas: aviation, airport operations, air transportation industry management or noise management; noise abatement procedures and noise monitoring systems; principles of flight and related operational and safety principles; properties of sound, the principles of sound propagation, and the effects of wind, weather and other environmental and physical factors; Canadian Aviation Regulations and the Aeronautics Act
  • Superior communication skills, tact, diplomacy and professionalism, and demonstrated ability to communicate technical information to a non-technical audience
  • Ability to deal with diverse communities, community groups, public complaint processes, community engagement programming
  • Advanced analytical and computer skills, including the use of word processing, spreadsheets, and databases for Windows
  • Knowledge of data collection, assessment metrics and Geographic Information System (GIS)
