If there is no successful Nunavut Land Claims Beneficiary this position will be offered as a 3 year term. Reporting to the Manager Iqaluit Airport Operations, the Iqaluit Airport Compliance Officer will be responsible for developing and implementing a program of evaluation, analysis, and reporting on the implementation of the Iqaluit International Airport Improvement Project (IIAIP). This position will require regular presence on the construction and or operations site throughout the year in order to monitor and evaluate project compliance. Cooperating with other GN offices and or GN staff will be required in order to achieve efficient collection, interpretation, and dissemination of data. The Iqaluit Airport Compliance Officer will, through monitoring and reporting, contribute to public safety, GN fiscal responsibility, and to safeguarding the public interest through ensuring that the Private Partner to the IIAIP operates the airport in regulatory compliance and in strict adherence to the Terms of the Project Agreement. The Iqaluit Airport Compliance Officer will conduct the evaluation of the contractor’s performance and will require considerable subject matter expertise in all aspects of airport operations. The incumbent must be able to apply a high level of comprehension to a complex Project Agreement. In addition to the regulatory audits, the position will be responsible for developing materials for, and for implementing review, monitoring, evaluation, and audit of the contractor’s performance in regards to the applicable schedules of the (IIAIP) Project Agreement. This knowledge is normally acquired through a diploma in Business Administration or Financial Management or Accounting or a related field and recent experience, however, it may be acquired through a varied combination of education, training and recent experience. The successful candidate for this position will have at least 5 years experience in this or a related field of work. The successful candidate must have computerized accounting systems operation skills; strong financial report and data analysis and should be able to interpret document such as Government of Nunavut financial legislation, the Canadian Aviation Regulations and the Iqaluit Airport Operations Manual. Above average English oral and written communications skills, along with demonstrated strong computer skills utilizing Microsoft Outlook, Access, Power Point and Word software, Excel software is also required for this position. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatugangit is an asset. Equivalencies that consist of an acceptable combination of education, knowledge, skills and abilities to formal education and experience requirements may be considered An Eligibility List will be created for this competition
