Officer, Aviation Safety Management Systems

Reporting to the Manager, Aviation Safety Management Systems, this position is responsible for assisting with the continued development, implementation, management and integration of the Safety Management System by ensuring that the program framework meet Canadian Aviation Regulations.

Job Description
This position assists with the continued development implementation, management and integration of the Safety Management System (SMS) by:
  • ensuring that all processes and requirements meet all legal and SMS regulatory requirements; development, documentation and implementation of standardized “key” safety processes across the organization
  • researching and documenting best practices;
  • ensuring that processes and procedures are modified and improved on a regular basis to reflect changes in operational practices, scope of business activities, and new technologies;
  • assisting with the development of the SMS framework and documentation management;
  • developing a defined and documented hazard identification and risk management process
  • assisting with the identification of safety objectives, goals and performance measures
  • assisting with the development of metrics which are integrated with quality management
  • facilitating and supporting the processes necessary to meet all SMS requirements;
  • researching information pertaining to SMS processes;
  • participating in safety management audits and assisting with internal, independent and Transport Canada audits;
  • supporting, coordinating, conducting and managing investigations into airside safety incidents, recommendations or observations in relation to safety policies, procedures and training;
  • attending local SMS investigations, reviews, assessments and interviews to provide guidance and expertise to ensure the SMS process is maintained, as required;
  • identifying systemic issues, determining causal and contributing factors, and mitigation strategies associated with all of the former;
  • analyzing data collected from various inputs to determine trends;
  • conducting SMS and Human Factors awareness presentations and training for GTAA personnel and tenants, as required;
  • preparing and managing SMS information publications, including technical management of the SMS internal portal and interface with i-Share and any other supporting GTAA applications;
  • supporting the collection, distribution and design of SMS material associated with safety awareness, publications, and other material, in conjunction with the TPSP;
  • initiating and conducting research projects into SMS developments in Canada and internationally;
  • monitoring progress of SMS recommendations and action plans and follow-up work’ and;
  • preparing SMS status reports and maintaining the SMS database

Job Requirements
Qualifications: 
  • Must possess a post-secondary diploma in Airport Management and/or 5 years of combined equivalent work experience and education
  • Minimum two (2) years’ experience in the development, implementation and administration of a Safety Management System
  • Must demonstrate a strong understanding of the philosophy and approach of a Safety Management System
  • Minimum of two (2) years’ experience in aviation operations
  • Working level knowledge of airport operations and programs, as well as an understanding of protocols and procedures related to aviation safety
  • Must hold a valid provincial driver’s license (class G) with a minimum of five (5) years’ experience as a licensed driver
  • Will be required to obtain a ‘DA’ AVOP permit within thirty (30) days of appointment to the position
  • Must have a fully satisfactory work performance in his/her current position and a work record that is void of discipline and unacceptable attendance that would have a bearing on the duties, roles and responsibilities of the posted position)
  • Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities: 
  • Must have knowledge of Safety Management legislation, policies, procedures and relevant Acts, Regulations, Standards, recommended practices and procedures related to Safety Management Systems
  • Must have the ability to maintain concentration and attention to detail, conduct and analyze audit reports, provide feedback and recommendations
  • Must be able to determine and assess contributing and causal factors associated with airside incidents, accidents or safety reports;
  • Ability to clearly impart knowledge and understanding of SMS requirements to a wide audience
  • Ability to develop and facilitate training courses and surveys
  • Must be solution and result oriented, with strong analytical, planning and communications skills (oral, written, and computer)
  • Must have excellent problem solving and decision making skills and be meticulous, resourceful, detail oriented and a self-starter who works well as an individual and as a strong member of a dynamic team
