Advisor, Screening Contracts, Summary of responsibilities:
Reporting to the Manager, Screening Contracts, the Advisor, Screening
Contracts is responsible for administering the framework supporting the
coordination and delivery of technical contract management activities in order
to execute CATSA’s contracts (Airport Screening Service Agreements [ASSAs])
with its screening contractors across the 89 designated airports. The incumbent
is also responsible for providing project support and advice, and overseeing
stakeholder relationships specific to the evolution of CATSA’s Attendance
Verification Check (AVC) program. The AVC program is a verification activity
carried out at the largest airports by CATSA regional staff to confirm that
screening contractor personnel are working at their assigned locations when
time is billable to CATSA. The Advisor, Screening Contracts performs all other
duties and responsibilities related to the position as required.
The key responsibilities include:
ASSA Contract Administration
Assist in the review of screening contractor management models and the
development of business cases to enhance models to meet increased Non-Passenger
Screening (NPS) funding, and in consideration of future year budgets.
Prepare briefing notes and recommendations for CATSA's senior management
on various contracting issues/changes.
Assist the Manager, Screening Contracts with the interaction with third
parties to resolve any issues or draft any amendment to the ASSAs.
Coordinate the resolution of any complex contracting issues associated to
the ASSAs from issue identification right through to resolution.
Collaborate with Procurement and Contracting in the issuance of any
amendments or amending notices specific to the ASSAs.
Monitor and carry out various annual administrative activities related
to the upkeep of the ASSAs.
Attendance Verification Check (AVC) Program Evolution
Develop and draft the AVC program roadmap and next steps proposition,
including all relevant stakeholder engagements, to be reviewed and approved by
Operations senior management.
Coordinate the iterative feedback cycle incorporating any and all
senior management feedback into the AVC program roadmap.
Assist the Manager, Screening Contracts in the implementation of the
approved AVC program including delivery of any training requirements.
Ensure a continuous improvement framework is created to measure program
acceptance and effectiveness.
Support Screening Contracts Team
Provide support or lead projects as assigned, including: acting as
branch lead in procurement initiatives, process improvement initiatives, and/or
technology implementation projects.
Partnerships and Stakeholder Relations
Support team members in initiating, planning and executing assigned
projects.
Liaise with other members of the Operations branch as required through
the implementation cycle of various projects.
Develop and maintain strong working relationships with internal
stakeholders to maximize the efficiency and effectiveness of the collaboration
between teams.
Qualifications:
Essential
Graduation from a recognized college or university with specialization
in Public Administration, Business, or another specialty relevant to the duties
of the position;
A minimum of three (3) years of experience in supporting program
management;
A minimum of two (2) years of experience in organizing, collecting and
analyzing information and developing reports, briefing materials, presentations
and correspondence;
Experience tracking and maintaining data on various activities,
projects and initiatives;
Experience in providing strategic advice and recommendations to various
levels of management;
Experience in developing collaborative relationships and establishing
and coordinating multi-disciplinary project teams across various geographical
areas;
Knowledge of problem-solving methodologies and principles.
Language Profile: English Essential
Valuable
Knowledge of CATSA’s mandate and priorities, as well as an awareness of
relevant legislation impacting CATSA;
Experience in the air transportation or security industry.
Required skills:
