Summary of responsibilities: 
Reporting to the Manager, External Reporting, the Specialist, Asset Management is responsible for coordinating all capital and inventory asset services and related reporting requirements in support of the various branches, as well as developing policies and processes to support the financial reporting process of the organization. A key part of this role includes liaising with external auditors in support of the annual audit, while ensuring accurate closing figures for the Quarterly Financial Reports. In addition, the incumbent is responsible for financial modelling related to projected depreciation amounts reported as part of the annual Corporate Plan process. The Specialist, Asset Management performs all other duties and responsibilities related to the position as required.

The keyresponsibilities include:
  • Provide guidance, direction and advice to team members in the execution of their duties and deliverables. 
  • Lead the coordination and delivery of capital and inventory asset financial management services to ensure timely and accurate reporting. 
  • Ensure capital asset and inventory financial accounting records are in compliance with related reporting standards, acts and regulations and aligned with the organization’s objectives and strategic goals. 
  • Resolve any reporting issues and provide sign-off for cyclical close processes relating to capital asset and inventory management. 
  • Ensure ongoing evaluation of asset management processes and emerging issues/risks and provide advice with respect to their impact and implementation to the Manager, External Reporting. 
  • Oversee the compilation of financial reports and analyses of capital asset and inventory accounts. 
  • Provide advice and direction to key stakeholders on the financial management of capital assets and inventory to ensure continued support of key business objectives and enhanced service levels. 
  • Complete all audit working papers relating to capital assets and inventory in support of the annual audit and compilation of the annual/quarterly financial statements, including the completion of position papers with reference to related reporting standards, acts and regulations. 
  • Collaborate with auditors to support the organization during audits and examinations, providing audit evidence and explanations as required. 
  • Liaise with the Financial Planning team regarding the development of capital budgets, capital reporting and provide input into the development of the annual Corporate Plan. 
  • Serve as a source of expertise in devising solutions to meet corporate requirements and resolve related issues pertaining to process administration and/or audit and compliance monitoring. 
  • Establish an external network for the exchange of information on best practices in industry and an internal network to facilitate the exchange of information throughout CATSA. 
  • Present project updates and proposals to senior management and provide recommendations on anticipated demands for new service.

V. Qualifications 
Essential 
  • Graduation from a recognized college or university with a specialization in Accounting, Finance, Business Administration or another speciality relevant to the duties of the position; 
  • Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), or Certified General Accountant (CGA) designation; 
  • A minimum of five (5) years of progressive accounting experience; 
  • Experience in a financial reporting environment, preparing inputs into financial statements and ensuring completeness of International Financial Reporting Standards (IFRS) required disclosures 
  • Experience supporting the development, implementation and monitoring of policies, procedures, processes and controls related to life-cycle management programs and services; 
  • Experience liaising and working with internal and/or external auditors; 
  • Experience managing resources (financial, physical); 
  • Strong knowledge of International Financial Reporting Standards (IFRS) and associated financial concepts, principles and practices. 
  • Language Profile: English Essential 
Valuable 
  • Knowledge of legislation, directives, guidelines (e.g., the Financial Administration Act) and Treasury Board policies/principles relevant to Crown Corporations; 
  • Knowledge of Public Sector Accounting Standards; 
  • Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation impacting CATSA. 
VI. Other Job Requirements 
  • Ability to work overtime as required; 
  • Ability to travel as required (quarterly airport visits); 
  • Ability to obtain and maintain a Secret security clearance; 
  • Be a Canadian citizen or permanent resident.
