Reporting to the Assistant Director, Operational Support and Strategic Development, the Manager, Administration and Permits Office, co-ordinates his/her sector’s service offering with the aim of meeting operational objectives and established levels of customer service. More specifically, he/she is responsible for the administrative management of files and infractions and the issuance of permits and passes under the Airport Patrol’s jurisdiction. As team leader, he/she efficiently and effectively manages of the resources under his/her responsibility at both airports.

ROLE AND RESPONSIBILITIES 
  • Manages the human, financial and material resources under his/her responsibility.
  • Helps establish the Airport Patrol’s strategic directions and transforms them into priorities and objectives for his/her area of operations.
  • Helps define performance indicators for his/her area of operations, follows up and takes the measures necessary to optimize operational performance and enhance the customer experience.
  • Works together with airport community partners and provides advice with the aim of encouraging their adherence to safety and security directives.
  • Suggests strategies and makes recommendations for the overall improvement of the Airport Patrol.
  • Designs and helps implement safety and security programs and policies.
  • Uses and effectively incorporates all management information available to him/her to anticipate trends and prevent situations that could compromise directives, regulations and directions regarding safety and security.
  • Represents ADM’s interests externally, by participating in, among others, advisory committees involving government bodies, airport representatives and other stakeholders.
  • When changes are made to regulations, makes recommendations regarding the best way to operationalize the new directions.
  • Develops and updates the operational and administrative directives essential to the delivery of services under his/her responsibility.
  • Implements the regulations, policies and directives governing his/her area of operations and ensures compliance with applicable Commission on Accreditation for Law Enforcement Agencies (CALEA) standards.
  • Participates in development of the ADM safety and security manual as part of safety- and security-related programs (e.g.: authorization documents).
  • Co-ordinates with various partners the safety and security measures necessary for the supervision of work in the restricted area, including access control for new infrastructures.
  • Participates in evaluations, analyses and monitoring of safety and security risks.
  • Oversees the ongoing application of the training program designed to ensure the efficiency and effectiveness of the officers under his/her responsibility.
  • Supervises follow-ups on the processing of complaints from users and partners.
  • Performs any other task assigned by his/her superior.
  • Replaces his/her superior when assigned.

REQUIREMENTS 
  • University degree in public-security management, administration or a relevant field.
  • Ten (10) years of experience in similar functions, including at least five (5) in a management position.
  • Management experience in a unionized service environment an asset.
  • Ability to read plans and specifications an asset.
  • Knowledge of the civil aviation industry and regulations related to airport security operations an asset.
  • Fluent oral and written English and French.
  • Proficiency with the MS Office software suite.
  • Ability to address situations from a Corporation-wide perspective.
  • Results-focused and motivational leader.
  • Ability to facilitate change and identify opportunities for improvement.
  • Excellent abilities for communicating, influencing and encouraging co-operation toward a common goal.
  • Very customer-service focused.
  • Excellent planning, organizational and follow-up abilities.
  • Must obtain the security clearance necessary to obtain a Restricted-Area Identity Card.
  • Willing to undergo a reliability check.
