Seneca College


Reports administratively to the Chair of the School of Aviation. Responds to the Chief Flight Instructor (CFI) in the provision of daily and ongoing support for scheduling, dispatch, flight following and ramp service functions in satisfaction of the Canadian Aviation Regulations. Serves as the key resource within the School of Aviation responsible for the following core support functions: scheduling, dispatch, flight following, and ramp services.

Specific Accountabilities:
* Oversee delivery of the scheduling, dispatch, flight following and ramp service functions, including the assignment of tasks to support staff, allocation of resources, and maintenance of associated policies, procedures and documentation.
* Provide real time direction to support staff, specifically to resolve problems or issues with scheduling, dispatch, flight following and ramp services functions. This includes coordination with aircraft maintenance in the development of operational schedules. Also includes dynamic decision making and direction to optimize the scheduling and utilization of aircraft resources in response to changing circumstances (weather, aircraft serviceability, etc).
* Provide expert advice to the CFI, Chair, and the Flight Line Executive Committee on matters and issues related to scheduling, dispatch, flight following and ramp services functions. This includes providing input regarding updates to SOA documentation including the Operations Manual, Training Manual, Policy and Procedures Manual, and Duty Instructor Handbook.
* Administer scheduling and student flight record management applications (currently SOLAR), other associated systems/programs and associated data, with support from IT Services and the Data Base Administrator
* Implement, manage and maintain systems and processes that ensure the effectiveness and efficiency of scheduling, dispatch and flight following functions. This includes optimizing the availability and utilization of aircraft and flight training devices.
* Develop and implement support staff work schedules to ensure effective and efficient scheduling, dispatch, flight following and ramp services are provided. Responsible for assigning workload to schedulers, dispatchers, flight followers, and ramp staff including, but not limited to, coordinating and building faculty work schedules, operational flight schedules, simulator use schedules, and facilities schedules. In addition, incumbent is accountable for direction regarding schedule changes driven by aircraft availability, instructor availability. Other examples of tasks assigned are related to the creation, modification, and update of flight training events in SOLAR.
* Work with the Aviation Safety and Quality Assurance Officer to collect data and monitor and analyze trends in order to proactively control the effectiveness of scheduling, dispatch and flight following services. This may include the generation of Key Performance Indicators (KPI).
* Monitor the Civil Aviation industry, identifying opportunities for improvement to ensure that systems and processes for these functions remain effective and efficient.
* Monitor and assess the adequacy of in-house training in scheduling, dispatch, flight following and ramp service functions for students, staff and faculty.
* General administrative and other duties as assigned by the Chair.

Qualifications:

* Minimum of a 2 year diploma in Aviation Operations, Aviation Safety, Flight Dispatch, or a related field. If in another field of study, state how the education is related.
* Minimum of five (5) years aviation industry or military experience conducting crew scheduling, dispatch, and flight following duties .Experience with crew scheduling software and database systems.
* Would be highly desirable to have supplemental training and/or experience in the following: Aviation Safety Management Systems, Quality Control and Quality Assurance, WHMIS.
* Courses and hours completed in training for Transport Canada Flight Dispatcher Certificate.
* Courses and hours completed in training for Aviation Safety Management Systems.

START DATE: December, 2016

HOURLY RATE RANGE:
Payband I – $33.00 to $38.25 per hour (Start rate: $33.00)

HOURS: 40 hours per week (overtime as required), 7:30 AM to 4 PM
