Reporting to the Manager, Capital Restoration and Projects this position is responsible for providing the management coordination for the planning, design, construction, commissioning and close-out of assigned building, civil and airside projects. The incumbent will manage the Stakeholders, Architect & Engineering, General Contractors and other project participants’ input into all delivery stages ensuring compliance with all prescribed GTAA policies and procedures and will provide direction to ensure the technical excellence in all areas of responsibility.
Job Description
- Ensure that management procedures are in place and provide management direction to ensure the technical excellence in all areas of responsibility within the approved parameters of cost, time, quality, and program as instructed by the corporate and client requirements
- Manage, direct, coordinate, and supervise the activities of professional or technical staff assigned on a project basis, including architects, engineers, specialist consultants, construction supervisors, etc.
- Control the contract administration of projects and exercise financial project cost control
- Required to exercise judgment and make use of professional experience at all stages of project development
Job Requirements Qualifications:
- Must have a post-secondary diploma or degree in Architecture, Engineering, Construction Management, Project Management or equivalent demonstrated experience
- Minimum 7 years' experience working in Construction and Project Management on projects valued up to approximately $2.5M
- Industry experience or industry related experience (aviation, transportation, etc.)
- Previous airport experience is desirable
- Must be able to obtain and retain a Transportation Security Clearance
Knowledge, Skills and Abilities:
- Knowledge of: technology principles, theories and practices; GTAA technical standards and safe operating practices pertaining to facilities technology, ICAO and Transport Canada aerodrome standards and project management practices, planning and scheduling, budgeting and estimating, cost control and accounting, quality control and reporting
- Knowledge of airport operations, client base and operations of clients and the GTAA organization and the allocation of responsibilities with respect to project reporting; knowledge of field construction methods and practices, including standard safety requirements and procedures in construction
- Knowledge of procurement practices and procedures including purchase orders, short and long form contracts, term and conditions, prequalification procedures, conduct of pre-tender meetings and site visits, addenda procedures, tender and evaluation procedures, as well as applicable laws and ethical considerations
- Knowledge of contracts including the ability to review the work of architects, consultants and contractors pursuant to the terms and conditions of the contracts and good workmanship principles
- Knowledge of the GTAA organization, departmental roles and responsibilities and airport-specific staff and operations
- Excellent communication skills (written and oral) and leadership skills including the ability to negotiate solutions where all parties concerned may not have a complete understanding of each other’s responsibilities, are required
- The ability to interpret construction drawings, specifications, and building codes to assess adherence to operational and departmental standards is required
- Knowledge of computer applications including: Word, Project Scheduling software, Oracle, Discoverer
- Ability to monitor the work of others and establish effective working relationships with Management, coworkers and contractors is required
