Reporting to the Manager Aviation Programs, Compliance & Coordination this position is responsible for the maintenance of the Transport Canada operating Airport Certificate. This is achieved via the development, maintenance, application, and conformance of all airside programs (excluding development of airside maintenance programs) and their associated activities to the Canadian Aviation Regulations (CARs) and all other applicable Transport Canada aviation standards (e.g. TP312 – Aerodrome Standards & Recommended Practices, TP1490 – Manual of All Weather Operations).
Job Description
- Fulfill the function of the Airside Activity Coordinator via the Airside Activity Program (AAP) to coordinate all airside activities related to planned construction, routine maintenance, and adhoc/special event requests;
- Liaise with Nav Canada and Transport Canada for Airside Activity Coordination and Obstacle Limitation Surfaces;
- Generate Notices-to-Airmen (NOTAMs) and Voice NOTAMs (VNs) as required for non-day-of activities;
- Participate in planning and coordination sessions related to the development of the annual capital construction program in advance of the construction season;
- Conduct and document routine airfield inspections in relation to TP312/Canadian Aviation Regulations compliance and communicate findings to day-of management (Manager, Operations AVS) and business units responsible for corrective action;
- Conduct precision Obstacle Limitation Surfaces (OLS) assessments on proposed temporary obstacles related to airside activities and make recommendations or assists in NOTAM preparation and issuance;
- Conduct design and assessment activities to support new and existing aircraft types to formulate the Terminal Gate Mix Charts and associated dependencies (e.g. stop line placards, and passenger boarding bridge gating matrix).
- Assist with the maintenance of the Airport Operations Manual and all applicable appendices;
- Develop, implement and maintain programs, plans, and standard operating procedures for operations of the airport airside, to ensure safe and optimized operational flow;
- Assist with the creation of submission packages for Aeronautical Information Publications (AIPs);
- Review technical data produced from surveys and assess any operational impact;
- Assist the Manager, Operations AVS during irregular operations events to ensure compliance to GTAA policies and procedures, TP312, and the CARs;
- Review airside activity plans and construction plans of operations; providing technical input as per Transport Canada TP312/CARs certification criteria;
- Draft Operations Bulletins and other technical/safety sensitive advisories and action plans in response to Transport Canada concerns;
- Assists (as required) in the investigation of aviation occurrences and the development of corrective action plans;
- Communicates orally and in writing with air carriers and other operators on matters relating to the various operational services provided by Aviation Operations;
- Other duties as assigned by the manager
Job Requirements Qualifications:
- A Post-secondary school Diploma or Degree with an Aviation, Engineering or Business focus; a combination of education and experience will be considered.
- A minimum 5 years’ experience in airport operations or airline operations
- Experience as a State Civil Aviation Inspector would be a distinct asset
- Experience in the provision of Apron Advisory, Air Traffic Control ATC, Flight Service Specialist FSS, Flight Dispatch or flying experience would be a distinct asset
- Experience with CAD (e.g. AutoCAD or Microstation) an asset
- Must meet the security level designated for the position or must be able to obtain and retain a Transportation Security Clearance
- A valid Driver’s License is required
- A valid ‘D’ AVOP required to be obtained within 30 days
Knowledge, Skills and Abilities:
- Ability to interpret, apply and provide subject matter expertise on legislation, regulations and process and procedures, such as, but not limited to TP312/CARs and NOTAMs
- Demonstrated ability in reviewing complex drawings and using applied airport operational knowledge and logic to determine whether there is airside safety or operational concerns that need to be addressed.
- Ability to learn and apply detailed knowledge of Toronto Pearson International Airport topography
- Ability to analyze operational situations and make decisions
- Ability to interpret and adapt various GTAA programs, systems and methods in practical and anticipated situations in order to develop various solutions or mitigation methodologies
- Knowledge and understanding of relationships across internal (GTAA) and external (Nav Canada, Transport Canada, contractors, etc.) stakeholder processes and activities and the ability to manage those inter-relationships
- Functional knowledge and proficiency in the applications of Computer Assisted Drafting (CAD) (e.g. AutoCAD or Microstation)
- Ability to write technical aeronautical related reports, operational plans and standard operating procedures
- Ability to develop and deliver training programs for internal and external stakeholders
- Applied knowledge of airfield/apron design
- Demonstrated interpersonal and problem solving skills
