The Organization 

The Winnipeg Airports Authority (WAA) is a community-based, non-share capital corporation that operates, manages, maintains and invests in the Winnipeg James Armstrong Richardson International Airport and affiliate businesses. Operating on a multi-site property, the WAA is responsible for airport operations, security, facilities, parking, ground transportation and communications.

The Opportunity 

Reporting to the Director of People and Culture, the Manager, Human Resources is responsible to participate in the development of the human resource plan, as well as the implementation and successful plan delivery. The Manager oversees the day to day human resource activities, including onboarding, training and development, recruitment, health and safety, performance management and the HRIS. WAA is a unionized workplace represented by PSAC, the Manager will participate in and be responsible for positive labour relations activities.

Responsibilities include: 
  • Provide Leadership and Mentorship to the HR team in all aspect of the human resource function;
  • Ensure the execution of the Corporate Human Resource plan;
  • Participate and support Leadership and the Union in positive, progressive Labour Relations;
  • Develop and implement progressive HR programs and initiatives based on industry best practices;
  • Oversee the implementation of a new HRIS, development of additional modules and maintenance of the system long term;
  • Participate and/or lead enhancements to the recruitment, onboarding and performance management systems, programs and practices that will enhance our employment brand;
  • Support the wellness, safety and health programs, practices and initiatives;
  • Participate in corporate events, communication sessions and initiatives;
  • Establish and maintain effective relationships with appropriate stakeholders, internally and externally;
  • Manage financial resources within budget; and
  • Remain current on industry trends, and identify opportunities for WAA.
Selection Criteria include: 
  • 10 years’ experience in Human Resources, including Labour Relations, practical experience as a generalist, the proven ability to develop, collaborate, create and deploy associated plans and tactical initiatives;
  • Minimum 3 - 5 years Management experience, with proven Leadership capabilities is required for success;
  • Well rounded generalist knowledge, including but not limited to: labour relations, performance management,
  • succession and career development, employee lifecycle programs and practices, a general understanding of payroll practices and rules;
  • A confident public speaker with above average presentation skills, a contributor and builder of a positive a team environment; and
  • Excellent interpersonal and relationship building skills.
Condition of employment is the ability to obtain and maintain an Airport Restricted Area Identification Card.
