Senior Advisor, Regulatory Liaison

About the job
Reporting to the Manager, Regulatory Affairs and Operations Policy, the Senior Advisor, Regulatory Liaison is responsible for liaising and negotiating with Transport Canada (TC) and other organizations in support of CATSA’s operations and strategic objectives through the development, analysis, support and interpretation of various regulations, policies and projects.
The main responsibilities include:
  • Liaise and negotiate with TC, industry and other organizations in support of CATSA's operations and strategic objectives
  • Provide regulatory advice to internal clients, including interpreting regulatory requirements, regulatory exemptions, and the Prohibited Items List.
  • Coordinate CATSA’s participation at aviation security stakeholder meetings, committees and working groups.
  • Coordinate assessments, reviews and research on aviation security regulations that relate to CATSA operations and strategic objectives.
  • Coordinate the development of regulatory documents, including business cases, related to aviation security initiatives and issues as required.
  • Support the Manager, Regulatory Affairs and Operations Policy, in supervising the Regulatory Affairs and Operations Policy group.
What you need to succeed
To qualify for the position, you must have:
  • Graduation from a recognized university with a specialization in business administration, law, public relations, public policy, or another specialty relevant to the duties of the position;
  • A minimum of five years of experience in conducting in-depth legislative/regulatory/policy research and analyzing complex issues related to the development of policy and regulations;
  • Experience managing diverse interests and balancing diverse client needs;
  • Experience providing strategic advice and preparing recommendations and briefing materials for others, including senior managers;
  • Experience in project management and in a field related to the management of a transportation system;
  • Knowledge of and ability to carry out or coordinate cost/benefit assessments;
  • Knowledge of:
    • the basic principles of Smart Regulation;
    • the Canadian aviation security regulatory framework;
    • the basic principles of performance measurement (e.g. security management systems);
    • the basic principles of project management.
  • Language Profile: Bilingual (BBBB)
Skills and abilities
  • Impeccable analytical skills; ability to interpret and synthesize complex information;
  • Ability to carry out internal and external consultations;
  • Abilities and experience in negotiating solutions and aligning interests of internal and external parties on issues which affect business operations and priorities;
  • Ability to deliver presentations and present issues/positions in an open forum or committee setting, and translate material to suit the particular audience;
  • Strong coordination, problem solving and issue management skills;
  • Time management skills; organizational skills;
  • Impeccable writing and communication skills in both official languages; ability to communicate issues and intent clearly and concisely;
  • Effective interpersonal skills, including communication, persuasion, influence and relationship building abilities; approachability;
  • Flexibility, risk-taking and creativity.
