We have a permanent, full-time opportunity for a Senior Emergency Planning Specialist (Training & Exercises) within Airport Operations Department.  Reporting to the Manager, Emergency Planning, the successful candidate will be responsible for initiating, developing, and delivering an Emergency Management Training and Exercise Program for all levels of employees at the Vancouver Airport Authority. The role will also involve working with over 30 airport and community partners, including RCMP, Canadian Border Services, BC Emergency Health Services, NAVCanada, City of Richmond, and provincial and federal government.

 

Key responsibilities include:

• Engage the airport community at all levels to embed emergency management and resilience awareness into everyday operations and continue to build organizational resilience
• Design, develop, and deliver a comprehensive Emergency Management and Business Continuity training program for all levels of the organization 
• Lead, organize and carry-out Emergency and Business Continuity annual functional and full-scale exercises
• Collaborate with other departments across the organization to ensure messaging, training and exercises are delivered through all levels of the organization, from new employees, to current employees, to volunteers, senior executives and the Board
• Lead emergency and resilience campaigns through the company – including outlining and carrying out activities for NAOSH & Emergency Preparedness Week, ShakeOut Earthquake Campaign and Floor Warden Awareness Campaign
• Provide oversight and build capacity to an operational response and Floor Warden Program
• Liaise and collaborate with stakeholders to ensure the most relevant information is shared in trainings
• Regularly review and incorporate any new and emerging trends in emergency management, business continuity and overall response and recovery in the Emergency Management training and exercise program
• Lead debriefs following an emergency event and organize, review and evaluate trainings to ensure feedback and learnings are captured into a continual maintenance program
• Support tenants, airport partners, and the wider community to incorporate preparedness and resiliency within the community – supporting to deliver messaging, partaking in partner/community exercise, taking a collaborative approach to training or speaking at conferences on behalf of YVR
• Support with all other duties of the department, as required

Key qualifications include:

• At least three years’ progressive experience in an operations environment, with a minimum of two years’ experience in emergency and/or disaster management, supplemented by a technical diploma or associate’s degree with a specialization in Emergency and/or Disaster Management, Business Continuity or Adult Learning; or an equivalent combination of training and experience
• Proven experience working and leading in an emergency context
• Ability to explain the four phases of emergency management, business continuity, the Incident Management System (IMS) and the Incident Command System (ICS)
• Previous experience delivering adult training courses and conducting emergency exercises
• Proven ability in public speaking and to deliver on-point presentations to large groups
• Familiarization with adult learning techniques and a variety of training methods, including designing classroom, online and blended learning courses
• Ability to engage and collaborate with a wide range of internal and external partners and stakeholders while demonstrating empathy and patience
• Proven ability to use diplomacy and innovative solutions to deliver trainings, workshops and debriefs
• Demonstrated ability to work both independently and in a team to achieve team’s overall objectives
• A self-starter with keen interest and ability to learn and adapt in a non-structured environment 
• Proven ability to multitask, manage data and stay organized in a fast-paced environment with minimal supervision
• Demonstrated ability to regularly meet deadlines and to deliver a polished product
• Knowledge of emergency management trends, standards and regulations
• Proven ability to report on and manage data with clear and concise reporting capabilities
• Strong knowledge of computer programs, including proficiency in MS Office
