The Non-Revenue Flight Operations Manager (NRFO - Manager) is responsible for the efficient planning, and staffing of all NRFO flights and scheduling of NRFO flight crew training programs. This position will provide communication and directives to flight crews to ensure efficient, timely and safe operation of all NRFO flights.
The Non-Revenue Flight Operations Manager is responsible to:
- Review NRFO flying requirements and develop a detailed flight schedule to move the aircraft and balance available manpower.
- Organize and monitor all flights to/from various MROs (maintenance organizations) and 3rd party organizations in/out of maintenance.
- Monitor and liaise on daily & weekly maintenance status conference calls and special rotation conference calls providing input from NRFO.
- Work with all involved departments such as System Operations Control (SOC), Station Operations Control - airport specific (STOC), Maintenance Operations Control (MOC), Crew Scheduling, Catering, MRO Representatives, Customs and various other required contacts to initially schedule, update and reconfigure the schedules of NRFO/Jetz Operations.
- Oversee Jetz flight operations and manage/coordinate all restricted Jetz Operations crewing and security requirements.
- Manage and plan NRFO flights and flight crew requirements. Strategic planning of day-of and future NRFO flights to ensure sufficient staffing and manpower levels. Track flights and provide adjustments accordingly for both short and long term.
- Develop and execute work plans for NRFO crew.
- Source and ensure legal, regulatory and contractual compliance of all crewmembers with particular emphasis on the legal requirements to perform test flights in foreign jurisdictions.
- Track all NRFO expenses.
- Produce NRFO reports
- Document and track all Jetz flights and liaise with Jetz management to provide support on specialized Jetz operations. (special charters, destinations, election etc.)
- Monitor and provide support to the pilots operating NRFO/Jetz (such as Jeppesen requirements, updates and operational documentation).
- Maintain Smartdoc/ipad documents for both NRFO/Jetz operations in a timely fashion. Identify when documents are insufficient or out of date and commission accurate documents as required.
Qualifications
- University entrance minimum, university or college diploma preferred.
- Formal training in Safety Management - must be completed within six months of appointment. (provided by Air Canada)
- Ability to use MS Office (Word, Excel, electronic mail, PowerPoint) efficiently.
- Familiarity with MS Project an asset.

- Ability to work both autonomously and as a team.
- 2 years of experience (operational) with Air Canada and/or other Canadian Air Operator.
- Knowledge of CARs, and the associated Commercial Air Services Standards.
- Knowledge of NRFO Concepts an asset
- Working knowledge of American Federal Aviation Regulations, IATA Operational Safety Audit, and European Joint Aviation Regulations -Operations.
- In depth knowledge of audit programs
- Must demonstrate significant NRFO aptitude; valued skills include: observation, interpretation, analysis and communication, proven superior inter-personal skills, teamwork, team building skills and leadership capabilities. Crew members must be naturally skilled at Crew Resource Management and be especially good at listening.
- Knowledge of the Air Canada flight planning structure including SOC, Dispatch, Maintenance, Crew Scheduling, Operations and Flight Support is an asset.
