Airport General Manager

Boundary Bay Airport (CZBB) in Delta, BC is Canada’s 8th busiest airport. Operating by Alpha Aviation, CZBB is located just 30 minutes from Vancouver, and is home to six flight training schools and a growing base for corporate aviation. Reporting to the President and the Board of Directors, the General Manager’s primary function is to implement the strategic goals and objectives of the organization; and to work closely with the President to enable the Board to fulfill its governance function, as well as to provide direction and leadership towards the achievement of Alpha Aviation’s strategy, annual goals, objectives, and profitability. Liaise with community and government officials to secure innovative funding and business opportunities to support required development and growth of the airport facilities, properties, and services. 

The position is responsible for the effective management of human resources including motivating staff and creating an environment that promotes teamwork. The General Manager participates in organizational development, evaluates performance regularly, participates in staff training, and takes disciplinary action when required. The General Manager leads airport development and leasing activities, communicates priorities, and participates in contract negotiations, to ensure the viability of the airport. 

The General Manager is defined as the accountable executive in all areas of the airport including maintaining airport certification, and ensuring regulatory compliance in safety, security, and environmental areas. 

Job Duties:


  • Plans, directs, and supervises the operation of airport activities and services to achieve net profit goals
  • Delivers strategic plans to support required future development of the airport facilities and properties
  • Ensures that all airport licensing requirements and Transport Canada Regulatory requirements affecting airport operations are met
  • Delivers airport facilities that safely, efficiently, and cost effectively meet the needs of airport users
  • Liaises with government agencies, commercial airlines, flying schools, business aviation, and other aviation organizations to identify and implement business opportunities
  • Formulates and implements plans for the marketing and promotion of the airport
  • Identifies and solicits Federal and Provincial grants and subsidies for capital projects and operating activities
  • Ensures the smooth operation of the airport on a 24/7 basis, including preparedness for any emergencies or other unexpected situations
  • Effectively manages the human resources of the organization according to authorized personnel policies and procedures that fully conform to current laws and regulations
  • Ensures that the organization and its mission, programs, and services are consistently presented in a strong, positive image
  • Oversees revenue planning and implementation, identifying resource requirements, researching funding sources, establishing strategies to approach new business opportunities, and submitting proposals
  • Forecasts and leads the development of an annual business plan including recommending annual and capital budget for Board approval, and carefully manages airport’s resources within the budget guidelines
  • Reports operational and specific initiative updates to the President and Board on a regular basis
  • Accountable as the official CZBB spokesperson

  • Supervisor of FBO (Fixed Base Operation)
  • Real Estate Development (Contract)
  • Airport Capital Development (Contract)

Training and Experience:

  • A Business Administration degree with possession of airport related training considered an asset, or ten years equivalent experience and knowledge in airport and aviation administration
  • Ten years experience in administration, marketing, and aviation management, including the development and promotion of aviation related business, demonstrating a thorough knowledge of commercial aviation, airport operations, and the Canadian Regulatory Environment
  • Comprehensive business practice knowledge, and experience in community relations, as well as security and emergency planning in the transportation sector
  • Proven abilities in business development with preference for airport real estate and airport development experience
  • Proven abilities in planning, organizing, and negotiating, as well as conflict management
  • Strong communication and presentation skills, both written and verbal
  • Self-motivated, well organized, and excellent problem solving and decision making skills
