Airport Project Manager - Temporary 1 year to possibly 3 years  

Duties
1. Design and Construction of Airport Facilities (Capital Projects):
- Pre-design, conceptual design, detailed design and construction of specific airport projects.
- Project management and expenditure control, project tendering, contractor selection and management and developing annual capital budgets.
- Liaise with Transport Canada, Nav Canada, City of Kelowna and other jurisdictions on zoning issues.
- Coordinate construction activities with Airport Operations to minimize disruptions and ensure public safety. 

2. Engagement of Consultants and Contractors on Specific Projects:
- Prepare and issue Request for Proposals (RFPs) and establish selection criteria.
- Participate in the RFP review process and recommends consultant / contractor award. Provide input into draft specifications and approve the content.
- Prepare and present recommendations to Council
- Manage Consultants and Contractors by establishing review meetings, recommending progress claim payments and change order submissions.
3. Facility Alterations:
- Manage the Facility Alteration Permit (FAP) process for both Airport and tenant requests.
- Review and comment on proposed alterations and approve or reject proposals.
- For Airport-sponsored alterations, manage the project through to completion, including design, contractor selection, construction and final inspection.
- Oversee the project to ensure compliance with all regulations and deal with any operational issues that arise.
4. Engage Stakeholders and Inform the Public on Airport Projects and Planning Initiatives:
- Coordinate & facilitate input into projects and planning initiatives from various stakeholder groups and community associations.
- Provide appropriate opportunities for public review and input.
- Review and approve content for project information that is to be released to stakeholder group.
- Gauge public/customer satisfaction, evaluate alternatives and recommend courses of action.
5. Manage Budget:
- Revenue budget: 25M
- Operating budget: Responsibility: 8.7M
- Capital budget: Responsibility: 50K Primary, 29.4M Contributory
- Who has final spending authority: Airport Director
6. Manage Human Resources:
- Consultants- Develop, guide, inspire, hire, assess and provide functional direction to Consultants.  

Job Summary/Basic Function:
The Airport Project Manager under the general supervision of the Airport Development Manager guides the planning, programming and implementing the development of airport facilities projects to support the airport's strategic growth and business plan.  

Qualifications:
Professional engineer - Civil discipline (eligible for registration with APEG) or a degree in Business or an equivalent combination of education and experience.

Certificate in project management an asset.

Project Management: Significant experience or equivalent combination of experience and knowledge of techniques and processes.

$74,000 to $83,000 annually plus 14% in lieu of benefits, statutory holidays and vacation
