Reporting to the Manager, Aviation Operational and Training Programs, this position is responsible for the ongoing development, documentation, maintenance and monitoring of airside operational, safety and training programs. To ensure Toronto Pearson’s training activities are undertaken in accordance with both regulatory requirements and industry best practices and to ensure standardized effective “key” operational and safety processes across the organization. Job Description Key Accountabilities: Ensure that all aviation safety and operational processes and procedures are integrated, capturing and documenting best practices Ensure that sub-processes and procedures are modified and improved on a regular basis to reflect changes in operational practices, scope of business activities, and new technologies which include program plans, standard operating guidelines, protocols and processes The scope of these aviation programs currently include (but may not be limited to) Wildlife Management, FOD, Runway Safety, Incursion Prevention Plan, Apron and Maintenance Run Procedures (AMRP), Aircraft Parking Plan, Code F Plan of Operations, Low/Reduced Visibility Operations Plan (LVOP/RVOP), Departure and Arrival Traffic Management Plans (D-TMI/A-TMI)Support the development of the Aviation Services training framework; inclusive of processes, supporting documentation, job aids, module content development, timelines, and records management processes Ensures programs and plans are developed in conjunction of assessment of hazards, analysis of risk and impact, industry best practices, and preparation of studies, reports and documentation Acts as a lead representative of the GTAA for the Aviation Operational, Safety and Training Programs outlined above by consulting with internal and external groups, agencies regarding aviation safety, operational, and training program requirements and expectations to ensure compliance, understanding and application of the program is being met and airport safety is not compromised Monitor external publications such as the Canadian Aeronautics Act, Canadian Aviation Regulations, as well as associated industry literature Acts as airport aviation operational, safety and training subject matter expert by providing information, advice, planning and direction to GTAA management with respect to aviation safety systems, guidelines and procedures as well as interpretation of legislation and policies Administer standards, guidelines and procedures as it relates to aviation operational, safety and training programs Monitor, and evaluates the effectiveness of guidelines, training and procedures as it relates to aviation operational, safety and training to ensure programs remain effective and appropriate for the airport environment Monitor and assesses programs to ensure objectives, timelines are being met and identification and resolution of issues and concerns are addressed Assist with unit budget preparation, expenditure tracking and ensure programs remain within budgetary requirements Assist in the development of unit goals, objectives and training plans consistent with aviation Operational, Safety & Training and GTAA Corporate Strategy and tracks progress to ensure achievement Liaise with training content designers and developers for the purposes of providing guidance, support and direction to ensure AVS training program deliverables are meeting requirements and expectations and are effective Job Requirements Qualifications: Must possess a University Degree or 3-year College diploma, teaching certificate or equivalent experience Minimum 3-5 years airport experience in a combination of the following areas: Aviation safety management, airside operations, wildlife management, project planning, management and oversight, aviation and manoeuvring area safety and support systems, Safety Management Systems and Quality Assurance, training program content development and delivery Experience working in a regulatory environment including applicable federal aviation regulation Experience creating, managing and maintaining extensive program documentation sets Experience in developing and implementing contingency plans & procedures Hold a valid Ontario Class G Driver’s license Must be able to obtain and retain a Transportation Security Clearance Knowledge, Skills and Abilities: Knowledge and understanding of accepted best practices of developing, delivering, and assessing the effectiveness of training programs Knowledge and comprehension of the application of federal aviation, and regulations across all aspects of the airport. In depth knowledge and understanding of airport and airside operations, related infrastructure, systems, and practices. Knowledge of SMS, quality management principles and processes, including risk assessment and root cause analysis. Knowledge and experience with project management processes and administration Knowledge and experience with audit principles and best practices Knowledge and experience with adult learning and training development and delivery Knowledge of research techniques combined with ability to compile, assess and analyze information as well as assess findings to determine the required action related to operational safety and training aspects of civil aviation Knowledge of business computer systems including database, spreadsheet, text processing, graphical and presentation applications Knowledge of strong leadership while representing GTAA Aviation Operational Safety and Training Programs in meetings and corresponding with all levels of airport stakeholder groups involved in aviation programs, initiatives, and projects Expert knowledge of effective communication and writing comprehensive programs, plans and procedures and manuals Ability to conduct investigations, gather and record comprehensive and accurate information Ability to interprets and apply legislation/policies, systems/processes and best practices relative to airport and aviation operational, safety and training programs Ability to prepare/present highly technical material and information and communicate it effectively to both professionals as well as other interested groups with varying levels of experience Work requires chairing meetings, making presentations, and providing education on department programs to a wide number of stakeholders Acts with a high degree of autonomy and impartiality in order to conduct safety investigations involving multiple parties including those external to the GTAA Knowledge of prioritizing and dealing with responsibilities and deadlines in an environment of multiple and conflicting demands for services and resourcing; concurrent and conflicting priorities For further information, or to apply, please click here |
