Key Accountabilities
Reporting functionally to the Manager Apron Management Unit
and to the Manager AVS Aviation Services during the shift, this position is
responsible for managing a safe and efficient movement of aircraft under power
and tow on GTAA controlled aprons through the use of Very High Frequency (VHF)
radios, cameras, Extended Computer Display System (EXCDS), Frequentis, Multi
Lateration (MLAT) and other electronic aids.
- Facilitates the safe and expeditious movement of airport traffic on the Aprons of Terminals One and Three, IFT, Fed Ex Apron, Infield Cargo and SSV/3 Bay Hangar aprons
- Organizes and manages movements through direct instructions to pilots, tows, helicopters and various vehicles (Emergency Services, Maintenance, Airside Safety, Snow Removal, etc.), as well as provide advisory information to pilots ensuring aircraft remain clear of one another
- Compiles written and electronic data, documentation of aircraft movements, gate, and other pertinent matters affecting Airport Operations by: noting taxiing aircraft apron entry/exit points, gate/hold destinations, no crews, idle runs, mechanicals, cross bleeds, deicing requirements, priority flights and medicals
- Ensures adherence to airline scheduling priorities while managing the safe and expeditious flow of aircraft requiring de-icing to the Central De-icing Facility (CDF)
- Dynamically navigates departing traffic to the CDF during a Departure Traffic Management Initiative (D-TMI) while maintaining a steady flow of aircraft so as to not impede apron or taxiway with congestion
- Monitors and reports the capacity demand (departure and arrival volumes) to the GTAA and Airport users during irregular operations caused by conditions at Toronto Pearson Airport or surrounding airports
- Manages and exchanges airport traffic information with the Toronto Control Tower in order to facilitate the safe and efficient operation of high volumes of passenger aircraft. Manages and relays information regarding operational Gate Holds to the Nav Canada Control Tower through the use of Extended Computer Display System (EXCDS) or direct “hot line” radio communication
- Manages and exchanges critical information to and from internal departments (Airport Operations Centre (AOC), Resource Management Unit (RMU), Emergency Services, Airside Safety Officers (ASO), Manager Operations Aviation Services (MO-AVS) and other GTAA Management Team, etc.) and external agencies (Air Canada gate planning, CDF, etc.) through radio or telephone communications in order to facilitate the safe and efficient operation of high volumes of large passenger aircraft
- Upon full qualification, conduct on the job training; provides instruction, guidance, assessment and feedback of the trainees’ progression
- Responsible for trainee’s actions and completing training reports and debriefings
- Provides direct instructions to expedite aircraft that have declared emergencies and the associated emergency service vehicles and other pertinent agencies in contact with the apron frequency
- Designated Shift Coordinator approximately once per 5 shifts (day-evening rotation) and during all midnight shifts
- During this assignment, employees are representing the Apron Management Unit by:
- Maintaining situational awareness
- Resolving issues/conflicts with internal/external agencies to maintain a safe and efficient operation; Provide capacity data for the Capacity Demand Program during inclement weather events to the airport community and GTAA management to ensure the efficient use of runway and facility resources; Implement the Aircraft Staging and Parking Plan when operationally required
- Maintaining, updating and completing Daily Shift Reports in addition to Occurrence Reports as required
- Participating in daily and ad hoc conference calls with GTAA management and internal/external agencies
- Ensuring the existence and maintenance of safe and healthy working conditions within the AMU
- Primary point of contact in situations where evacuation of the AMU may be required, and will assume the safe control of Apron Operations from secondary facilities as well as to ensure the safe transition of Apron Operations back to the AMU Cab
- Performing other administration duties as required
Qualifications
- Must possess a post-secondary school diploma or degree
- Applicants with a combination of education and/or certification or experience in the provision of Apron Advisory, Air Traffic Control (ATC), Flight Service Specialist (FSS) Flight Dispatch or flying experience may also be considered
- Minimum of five (5) years of experience in airport or airline operations
- Must be able to obtain and maintain a Restricted Operator Certificate with Aeronautical Qualification (ROC-A)
- Must be able to obtain and retain a Transportation Security Clearance
- Minimum of 2 years of experience working in a position with a component related to a Safety Management System, Safety Program or part of a safety committee
- Experience with standard aviation radio phraseology/vocabulary inclusive of International Civil Aviation Organization (ICAO) phonetic terminology would be a distinct asset
- Knowledge, Skills and Abilities
- Must be able to work a 24/7 rotational shift schedule including days, afternoons, midnights, weekends and holidays
- Ability to prioritize and remain calm and in control during emergencies, irregular operations and peak movement periods
- Ability to liaise with ATC, the air carriers, GTAA management and other agencies
- Ability to understand, interpret and apply meteorological airport related data
- Ability to analyze operational situations and make immediate decisions in a high stress environment
- Effective written and documentation skills; in order to complete the Daily Shift Report, Occurrence Reports and Training Reports
- Ability to apply focused and dedicated concentration due to the density of airport traffic and the use of (MLAT) ground radar system, NARDS radar, EXCDS, Closed Circuit Television Video (CCTV) cameras etc.
- Proficiency with Microsoft Office suite and ability to learn camera and computer applications such as EXCDS, Microsoft Office, PASSUR, I-share, GTFIS Workstation, Genetec Camera System, Gate Operating System, ATIMS, Airfield Lighting System
- Ability to interpret and apply Aerodrome Standards publications such as TP312, GTAA publications such as ERP, Complex Gating protocol, Low Visibility, Maintenance Run-Up procedures, Airport Safety Program, Snow Removal Plan, Aircraft Staging and Parking Plan, , GTAA ISO 14001 environmental policy and of other pertinent TPIA related documents such as Aeronautics Act & CARS, ICAO guidelines and standards, NOTAMS, Air Regulations, and Airport Traffic Regulations
- Ability to demonstrate a customer service mindset geared to efficiency and improving deliverables and services provided by the unit
- Ability to interact and deliver effective communication with proficiency in English and provide customer service to different stakeholders both internally and externally with tact, diplomacy and professionalism
- Ability to apply aviation related communication skills; fluency in radiotelegraphy language and the ability to read and understand Flight Data Entry and their associated abbreviations
- Knowledge of the relationships and interactions of GTAA operational departments, Nav Canada, CDF, airlines and Ground Handlers
- The ability to learn and apply the operating characteristics, dimensions, capacities and turning radius of current and future aircraft which commonly use the Aerodrome’s aprons and gates
- Detailed knowledge of or the ability to learn and apply gate adjacency rules, the topography and layout of the aprons, taxiways, and runways; runway taxiway combinations used by Air Traffic Control
- Knowledge of the rules, procedures, techniques and equipment (MLAT, EXCDS, RADAR) for providing Apron and Terminal Management under all conditions
