The incumbent must liaise with representatives at the highest levels within the Transport Canada (TC) structure and have the expertise and capability to successfully present the positions of the GNWT in negotiations and correspondence with TC. This becomes particularly crucial at times when regulations are being developed, that may have a significant impact on either airports or air carriers in the Northern Air Transportation industry. Coordination of airport certification with Transport Canada is crucial as is the coordination of critical programs and system function with Nav Canada. Airport Operations Manuals (AOM) must be developed, updated researched and maintained in compliance with Transport Canada and in full cooperation with the Regional Airport Managers.
The incumbent is also responsible for similar discussions and negotiations with Nav Canada in the major operational aspects of the airport. This person is involved in numerous matters including: airside access control, aircraft and vehicle maneuvering and control, coordination of navigational equipment issues, flight rules, safety and weather information, as well as negotiating and updating as needed, the terms of the Airport Procedural and Operational Agreement (APOA) with Nav Canada at all GNWT airports.
This position is responsible to ensure the application of standards and programs at airports effecting the actions of operations staff located in 27 communities across the NWT. The incumbent must ensure the implementation of Canadian Aviation Regulations and relevant Territorial regulations and policies. The position must coordinate a program related to the maintenance of assets valued at more than $800 million. Any construction at airports that may affect the standard operations there must be accompanied by a Plan of Construction Operations (PCO) developed and coordinated by this position that must be approved by Transport Canada.
Overall this person must provide advice and guidance to all levels of the Division on operations and safe approved practices at all GNWT Airports. As a member of the Programs and Standards team, this individual will need to be fully engaged in the Safety Management System (SMS).

Typically, the above qualifications would be attained by:
- A post-secondary degree in a field related to airport planning, operations and management. This could include successful completion of Transport Canada certification in an air traffic services program or other related airport certification, Management or Business degree with airport experience or other related degrees.
- The incumbent should also have at least 8 years of experience in various airport operations as well as supervision a n d management experience. Training experience is also highly desired.
