We have a permanent, full-time opportunity for a Program Analyst - Security.  Reporting to the Manager, Security Programs, the successful candidate will oversee security program relationships with CATSA and Transport Canada, as well as manage various construction projects from an aviation security perspective.

Key responsibilities include:

  • Overseeing security programs, including: daily oversight of screening operations; acting as a liaison between CATSA, the airlines, tenants and the Airport Authority; ensuring processes and procedures are up-to-date; and developing operational contingency plans
  • Acting as the strategic point-of-contact for government agencies (i.e., CATSA, Transport Canada) and facilitating and influencing decisions based on security knowledge, experience and data
  • Project and construction management for security-related capital projects
  • Five plus years of recent, related experience, supplemented by at least two years of post-secondary education; or an equivalent combination of training and experience
  • Comprehensive knowledge and understanding of Aviation Security Legislation including:
  • Aeronautics Act
  • Canadian Aviation Security Regulations
  • Air Carrier Security Measures
  • Aerodrome Security Measures
  • Security Screening Orders
  • CATSA Act
  • Security Standing Orders
  • Airport Restricted Area Access Clearance Program
  • Strong project management experience with proven organizational skills (time, task and priority management)
  • Strong analytical and problem-solving skills with experience in computer modelling
  • Excellent written, oral and interpersonal skills, including mediation, negotiation and meeting facilitation skills
  • Demonstrated experience with contingency planning, costing and budgeting, as well as developing and writing operational plans
