New Posting - Medivac Operations Manager

Betts Job ID 10296: Medivac Operations Manager: Regs 703/704, Canada

Can you see the bigger picture and at the same time are you willing to roll up your sleeves and make sure the small details are also covered? Can you offer around 3 years experience as an Operations Manager of a small Airline, along with a detailed knowledge and practical application of Transport Canada’s Regulations 703 and/or 704? If you’ve ticked all the boxes so far then this Job might just be right for you.

Our Client operates across the northern reaches of Canada; Medivac flights and services form a large part of their Operation along with Scheduled and Charter flights, plus Ground Support and Maintenance Services.

As the Operations Manager you would report to the President; the position has a wide scope of responsibility and you’ll be accountable to him and Transport Canada for demonstrating knowledge of the Company Operations Manual, maintaining the Air Operator Certificate, meeting Operations Specifications, Regulations & Standards and for maintaining Safety.

The position is offered as a full-time permanent/direct-hire job with the Airline.  Key Responsibilities:
• The supervision, production and amendment of the company operations manual
• Control of operations and operational standards
• Identifying and co-ordinating needs which impact on operational control, ie maintenance, crew scheduling, load control and equipment scheduling
• The supervision, organization, function and manning of flight operations, cabin safety, crew scheduling and rostering, training programs and flight safety
• Liaison with the regulatory authority on all matters concerning flight operations - including any variations to the air operator certificate (AOC)
• Be accountable for implementing and performing risk management functions of SMS; establish departmental safety objectives and goals and foster the collective understanding and intentions of those goals in each department
• The effective management and understanding of de-icing applications and procedures
• Working closely with the Training Department to deliver and roll out ops manual standards across the entire Team
• The operation includes a lot of young Pilots who will turn to your experienced, guiding hand for professional support and knowledge transfer
• Some sense of a smaller Airline’s daily functions will be of great benefit; it’s a challenging area to fly in and resources can be limited, so whilst you're keeping an eye on the wider picture both in the short and long-term, you’ll also need to make things happen in difficult environments
• Liaising with Transport Canada requires a professional and effective approach and it will be your responsibility to both keep them informed and to ensure that all Operational matters achieve their exacting standards in all areas

Who Will They Hire?
You *MUST* bring an experienced working knowledge and/or, ideally, practical experience of both applying and operating under Transport Canada Regulations 703 and/or 704; your skills and ability to comply in this area will be subject to close scrutiny and examination by Transport Canada before any successful appointment can be confirmed. (We can provide an extract from the relevant Regulations on request).
• Transport Canada would normally aim to approve a Candidate with at least 3 years experience as an Operations Manager but will consider less if they are satisfied in all other areas.
• You will need to take a strategic view of the business and have the ability to plan Operational needs for today, tomorrow, next week, next month and next year – and at the same time, make changes to the Ops manual when needed, check the weather situation and know where each aircraft needs to be by tonight
• Type ratings on any of the following would be of some advantage but are not vital: Beech, King Air, Learjet and/or Pilatus. If you don’t have one of these types, any aircraft rating is acceptable and a small Jet rating would be ideal - the Airline will rate you on one of their aircraft to satisfy Transport Canada’s regulations
• Experience of arctic flying conditions would be an asset
• You should be energetic, fit, highly motivated and organized, to cope with the breadth of this very busy role
• You’ll need good communications skills, both written and verbal; making things happen across a committed Team is a vital part of this role.
• Quality practices, standards and assessments will form part of your everyday life
• Computer proficiency is essential; The Microsoft Office Suite or similar is desirable
• Your ability to think critically and act logically to evaluate situations and provide sound judgment will help to keep everyone safe

Selection/Interview Process
  1. A member of the Betts Team will Telephone Interview Candidates who meet the overall needs of the above Profile.
  2. Shortlisted Candidates will then be presented to the Airline’s President and VP Air Medical Operations and we will co-ordinate any initial Telephone Interviews (TIs) they may like to conduct.
  3. The Airline will then seek Transport Canada’s approval for appointment of their new Operations Manager and an Offer of Employment will be issued, subject to successfully passing Transport Canada’s Exam.
To enable a successful Exam result, the Airline will supply copies of their Operations Manuals and any other necessary paperwork for study purposes; they will also ensure that their planned Operations Manager is invited to visit each Station and is fully supported in all relevant matters so he is fully prepared to sit the Exam.  Subject to passing his Exam the appointment can be finalised
