Position Summary:
Reporting to the Manager, Safety Management Systems, this position is responsible for assisting with the management, implementation and integration of the Safety Management System by ensuring the program components meet Canadian Aviation Regulations;  developing, documenting and implementing standardized ‘key’ safety processes across the organization and ensuring that all safety and operational processes and procedures are integrated and reflected in emergency preparedness and emergency response procedures (by coordinating with the Emergency Management office.

This unionized position is classified at the Band 7 level with a 37.5 hour work week. The successful candidate must be available to commence the duties of the position once a selection decision has been made. A written test may be administered as part of the competitive process. Candidates with relevant external experience must provide references with their applications in order to confirm this experience. An eligibility list may be used to staff similar acting and/or permanent positions.

Key Accountabilities:
• Assist with the management, implementation and integration of the Safety Management System by ensuring the program components meet Canadian Aviation Regulations
• Capture and document best practices ensuring that sub-processes and procedures are modified and improved on a regular basis to reflect changes in operational practices, scope of business activities and new technologies
• Develop SMS framework and documentation management
• Identifying systematic risks associated with airside safety and participate in developing and maintaining of the hazard risk register, meeting with internal stakeholders to establish goals and objectives to support the Safety Management Policy
• Develop and deliver presentations in order to integrate the SMS into the organization and reinforce a safety culture;
• Establish and maintain collaborative working relationships with internal and external stakeholders
• Notify the Manager of any systemic deficiency and corrective action taken
• Prepare and document supportive administrative meeting minutes for SMS chaired meetings
• Identifying potential documentation gaps within airside departmental policies and operational procedures that require corrective action and communicate with the relevant subject matter experts to resolve
• Provide support and direction to internal stakeholders to meet the regulatory requirements of the SMS program
• Participate in working groups and meeting with confidence and offering knowledge and championing the SMS program
• Research information pertaining to SMS processes
• Carry out safety management audits and assisting with internal, independent and Transport Canada Audits.
• Validate and maintain internal documentation related to Federal, Provincial, International and GTAA processes, policies and procedures applicable to the SMS program
• Initiate, support, and coordinate investigations into personnel and tenants
• Prepare and manage SMS information publications, including technical management of the SMS website and interface with i-Share and any other supporting GTAA applications
• Support the collection, distribution and design of SMS material associated with SMS initiating and conducting research projects into SMS developments in Canada and internationally
• Attend SMS investigations, reviews, assessments and interviews to provide guidance and expertise to ensure the SMS process is maintained
• Monitor progress of SMS recommendations and action plans
• Preparing SMS status reports and maintaining the SMS database
• Track and trend safety event data and assist in production of regular reports and in his/her absence, representing the Manager, SMS and,
other duties as assigned.

Qualifications
• Will possess a post-secondary diploma in Airport Management and/or 5 years of combined equivalent work experience and education
• Minimum one (1) year SMS program development/administration preferred
• Minimum of two (2) years’ experience in airside operations
• Proven knowledge of airport operations, programs, protocols and procedures related to aviation safety
• Must hold a valid provincial driver’s license (class G) with a minimum of five (5) years’ experience as a licensed driver
• Will be required to obtain a ‘DA’ AVOP permit within thirty (30) days of appointment to the position
• Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities:
• Must have knowledge of Safety Management legislation, policies, procedures and relevant Acts, Regulations, Standards, recommended practices and procedures related to Safety Management Systems.
• Must have the ability to maintain concentration and attention to detail, conduct and analyze audit reports, provide feedback and recommendations
• Ability to determine and assess causal factors and appropriate human factors/behavioural science associated with all airside incidents, accidents or safety reports; impart knowledge and understanding of SMS requirements to a wide audience
• Must be able to develop and conduct comprehensive training courses, survey and audit schedules
• Must be solution and result oriented, with strong analytical, planning and communications skills (oral, written, and computer)
• Must have excellent problem solving and decision making skills and be meticulous, resourceful, detail oriented and a selfstarter who works well as an individual and as a strong member of a dynamic team
