New Posting - Abbottsford Airport (2 Duty Officers)

We are currently offering two excellent opportunities at the Abbotsford International Airport, for dynamic, self motivated individuals with proven skills, knowledge and abilities as a Duty Officer.

1. NATURE AND SCOPE OF WORK
Reporting to the Director of Operations, the Duty Officer is responsible for ensuring safe, secure and efficient airport operations in accordance with the Airport’s Safety Management System (SMS), and for coordinating staff and resources to ensure efficient and effective delivery of the Airport’s preventative maintenance program for all facilities including airfield surfaces, buildings and mechanical equipment.


The incumbent leads a team of Airport Operations Specialists in the performance of Airport maintenance duties and in the provision of aircraft rescue and fire fighting services in accordance with Canadian Aviation Regulations (CARs).

The incumbent participates in all the duties of the Airport Operation Specialist as required. The Duty Officer also coordinates and monitors work performed by contractors, responds to public enquiries and complaints, and assists with planning, coordinating, and implementing procedures to ensure the safety and security of the Airport.

Unique or complex policy situations are discussed and resolved with the Director of Operations who reviews work performance based on the ability to set priorities and meet deadlines, and on adherence to applicable policies, procedures, regulations and standards.


2. ILLUSTRATIVE EXAMPLES OF WORK

·         Schedules, coordinates and supervises the work of Airport Operations Specialists and provides guidance and training as required.
·         Coordinates and administers contract maintenance and projects, including obtaining quotes, writing basic contract specifications, preparing purchase requisitions, and tracking costs.
·         Monitors airside and groundside operations to ensure compliance with Airport and City regulations, plans, leases and operating procedures.
·         Oversees terminal building, parking lot, and customs building operations by liaising with airlines, car rental companies, Guest Services, Canadian Air Transport Security Agency (CATSA), Canadian Border Service Agency (CBSA), and other ATB tenants to resolve operational issues.
·         Coordinates and conducts initial and recurrent training of staff to take on position of Airport Operations Specialist.
·         Coordinates and leads year round airfield maintenance, including leading snow and ice control (SNIC) operations.
·         Coordinates maintenance and repair of Airport facilities to ensure they are maintained to safety standards and within budget constraints; ensures that all work is carried out in accordance with Occupational Health & Safety Regulations.
·         Leads and/or participates in Operations and Safety and Security meetings as required.
Maintains and updates NavCanada aeronautical information publications and issues NOTAMs (notices to airmen) and event notifications to tenants as required.

·         Prepares written reports and audits and documents completed work.
·         Assists Director of Operations in developing and implementing preventative maintenance programs for airport facilities and in planning for future maintenance activities.
·         Assists with the development of Operating and Capital budgets, monitors expenditures, and assists with variance analysis as required.
·         Performs hands-on maintenance duties.
·         Performs CARs 303 Aircraft Emergency Intervention duties including assuming the role of Incident Commander as required.
·         As required, provides support to the Director of Operations in facility maintenance planning, operations planning, Safety Management System implementation, emergency planning, and other regulatory compliance matters.
·         Performs other related duties as required.


3. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES


·         Working knowledge of applicable legislation, regulations, and standards; Airport plans, directives and procedures; and City policies with respect to airport safety, operations, maintenance, and emergency response.
·         Thorough knowledge of and experience in executing airport emergency response procedures, including the knowledge, skills and training to meet the requirements of Canadian Aviation Regulations (CARs) for delivery of the airport firefighting function.
·         Ability to conduct inspections and to detect, report and resolve deficiencies.
Ability to supervise employees.
·         Broad understanding of airport facilities and equipment maintenance procedures and practices and sound judgement in selecting the appropriate course of action.
·         Ability to develop, implement and oversee Airport facility maintenance programs.
·         Thorough knowledge of summer and winter airfield maintenance activities including the ability to lead SNIC operations.
·         Ability to prepare and update publications, manuals, plans and circulars.
·         Ability to communicate effectively both verbally and in writing.
·         Ability to prepare and manage budgets.
·         Working knowledge of workplace health and safety rules and regulations, particularly as it relates to operation of heavy equipment operation and facility maintenance activities.
·         Ability to work cooperatively and maintain effective relationships with Airport and City staff, agencies, Airport tenants, and contractors, and the ability to deal courteously and tactfully with the general public.

 
4. REQUIRED TRAINING AND EXPERIENCE 
  • Minimum two years’ experience gained within the past four years performing various airfield duties on a certified aerodrome.
  • Minimum two years supervisory experience.
  • Completion of Grade 12 supplemented by a Diploma in Airport Operations/ Management or a Diploma in Business Management, or an equivalent program from a recognized post-secondary institution; or completion of Grade 12 supplemented by a recognized Trades Qualification.

 5. REQUIRED LICENCES, CERTIFICATES AND REGISTRATION
  •  CARs 303 and 323 training and qualification requirements related to Aircraft Rescue and Fire Fighting (ARFF)
  • Valid BC Driver’s Licence, Class 3, with Air
  • Restricted Radio Operators Licence
  • Basic First Aid with CPR
  • Ability to obtain an Airside Vehicle Operating Permit
  • Ability to obtain Restricted Area Pass
