New Posting- Airport Manager, YOJ

The Town of High Level, as the owner/operator of the High Level Municipal Airport (YOJ), has a challenging position for a self-motivated and experienced Airport Manager, commencing immediately.

Reporting to the Director of Operational Services, the Airport Manager will oversee the safe and efficient operations of the High Level Municipal Airport in accordance with Transport Canada regulations to maintain accreditation of a certified airport. Operations include scheduled flights, medivac traffic and Government of Alberta SRD tanker base operations (fire season).

Preference will be given to those candidates with five or more years of direct experience who possess post-secondary education in Airport Management, comprehensive knowledge of the TP312 Transport Canada guidelines, and are familiar with ACAP funding applications and projects. Candidates should possess or be willing to obtain a Restricted Radio Operator’s Certificate and Airside Vehicle Operator’s Permit. Possession of a Transport Canada issued Restricted Area Pass would be considered a definite asset.

The ideal candidate will have demonstrated fiscal responsibility, contract administration and project management skills; possess superior management and interpersonal skills; the ability to successfully implement the airport SMS and establish solid relationships with the airport tenants and leaseholders.

Computer proficiency with Microsoft Office and a variety of customized software is a must, as is a valid Class 5 Driver’s License with air brakes and clean abstract.

Equivalencies and/or experience will be considered.

JOB DESCRIPTION -AIRPORT MANAGER
Reporting to the Director of Operations, the Airport Manager is responsible to ensure the safe, efficient operation of the High Level Municipal Airport (YOJ) within the guidelines set by Transport Canada and the Town of High Level. The Employee may be required on an ongoing basis to attend applicable training, workshops, seminars and courses at the discretion of the Employer in order to facilitate job knowledge and performance

RESPONSIBILITIES/DUTIES
1. Assist the Director of Operations and the Chief Finance Officer with budget preparation, and control expenditures for the department within the parameters of the budget as approved by Town Council. This includes the issuance and control of Purchase Orders.
2. Provide supervision, training, and direction of all Airport staff, both permanent and seasonal, as required for regular and emergency operations.
3. Ensure compliance with all applicable Federal and Provincial regulations to maintain Certification and legal operation of the High Level Airport.
4. Maintain and amend, as necessary, all required documentation, manuals, and policies required for the operation of a Certified Airport. Maintain and ensure readiness of Airport Emergency Plan.
5. Ensure all Airport Maintenance Equipment and Facilities are kept in good working condition by coordinating with Airport staff, outside Contractors and Public Works operators.
6. Ensure accurate record keeping, report generation, and cash control for all airport facilities as required by regulation and/or policy, on an ongoing/monthly/annual basis.
7. Maintain an effective working relationship with other key personnel, tenants, leaseholders, community groups, businesses, and related government agencies and associations.

OTHER DUTIES
1. Facilitate development and interaction within the Operations department, and other departments, Administration and Management as required.
2. Act as liaison between Staff and Management/Council, Airport and Emergency Agencies, Tenants/Leaseholders and Town of High Level as required.
3. Provide direction for goals and objectives for Airport staff.
4. Prepare or ensure preparation of Grant Applications for Capital Projects and/or Special Projects.
5. Efficiently and effectively respond to, or redirect to the appropriate person, Public Enquiries/Concerns.
6. Actively promote The Town of High Level, and its businesses.
7. Operate all Airport Maintenance Equipment as required.
8. Ensure adequate staff training in airport operations and maintenance, both re-certification and upgrading.

EDUCATIONAL REQUIREMENTS
1. The minimum level of education required to perform these duties are:
- Completion of Grade 12 Diploma
- Post secondary education in airport management an asset
-Knowledge of Transport Canada regulations to maintain accreditation of a certified airport
- comprehensive knowledge of the TP312 Transport Canada guideline and SMS,
- familiarity with ACAP funding applications and projects
- Restricted Radio Operator’s Certificate and Airside Vehicle Operator’s Permit.
- Possession of a Transport Canada issued Restricted Area Pass would be considered a definite asset.
- Computer proficiency with Microsoft Office and a variety of customized software is a must, as is a valid Class 5 Driver’s License with air brakes and clean abstract.
- Valid FAC (Firearm Acquisition Certificate) in accordance with Wildlife Management Plan

2. The minimum experience required to perform these duties are:
- Five or more years of direct experience in airport operations
- Extensive experience with Airport maintenance procedures;
- Understanding of pertinent Resolutions and Policies;
- Ability to operate all mobile equipment, heavy and light.

- Direction from the CAO, Assistant CAO and/or Director of Operations.
- Town of High Level Policies and Procedures, Bylaws, and Human Resources Manual;

- Airport Operations Manual; Airport Emergency Response Manual; SMS Manual, Airport Security Manual;
- C.A.R.S. Regulations;
- Transport Canada Safety and Security Inspections, and recommendations from these;
- Conference with other Airport Managers throughout the area, and beyond.
