The Greater Toronto Airports Authority is currently recruiting a full-time permanent Officer, Security Regulation, and Policy & Audit - (13-GLCS-006)

Position Summary
Reporting to the Manager, Security Regulations and Policies, this role will inspect the aerodrome within the SeMS Quality Assurance Program for compliance of aviaiton security regulations, policies and measures. Effective inspection and audit will ensure regulatory security compliance and continuation of the safe, secure and efficient operation of the airport.


Job Description
  • Inspecting Aerodrome in accordance with the Quality Assurance Program which is under Security Management Systems (SeMS). The QAP requires that all areas of the aerodrome regulated by CASRs and ASM are inspected to ensure compliance. These includes but is not limited to PSL, screening, security documentation, legislated plans including the ASP and training programs
  • Records must be kept of all inspections and QAP audited items
  • All irregularities must be reported and logged for corrective action using the SeMS program. Conduct a re-check inspection once corrective action is complete and coordinate subsequent unannounced Red Team testing
  • Analyze all deficiencies to identify trends. If trends are identified, find root cause and formulate solutions/corrective actions
  • Oversee, implement and integrate the Security Management System (SeMS) by: administration of the SeMS framework; administrating defined threat identification and risk management process; identifying and tracking trends with relation to security compliance; and supporting the business units in the SeMS concern review process
  • Monitoring official government publications related to security including; aviation security, public security (crime), corporate security and critical infrastructure security
  • Auditing the Security Operations Manual and Integrated Airport Security Plan to ensure currency and compliance
  • Auditing all subordinate plans attached to the SOM and IASP, such as SIMP, PSLP and post orders…etc. to ensure adherence to the plans
  • Audit access points and screening points to ensure compliance to CASRs, ASM, Screening Order and tenant lease agreements
  • Review all proposed regulation changes as they relate to airport security and provide comment to management on the effect the changes may have on airport operations or regulatory burden
  • Assist management on various internal and external national and international committees, TP-SecComm, TP-JIG, CAC-Security Committee, ICAO – PS&S…etc. to influence regulatory direction
  • Review all new or amended aerodrome security plans and procedures to ensure compliance to regulation
  • Assist Security Management or Corporate Audit in the provision of audit services when requested
  • Support SeMS business units, where applicable for SeMS concern review process

Job Requirements/Qualifications:

  • Minimum College Diploma in or 5 years of comparable airport experience
  • Minimum 1 years of Toronto Pearson International Airport airside experience an asset
  • Minimum 2 years of Auditor experience an asset
  • Must have a fully satisfactory work performance in his/her current position and a work record that is void of discipline and unacceptable attendance that would have a bearing on the duties, roles and responsibilities of the posted position
  • Must be able to obtain and retain a Transportation Security Clearance


Knowledge, Skills & Abilities
  • Knowledge of investigative, inspection and audit techniques and practices
  • Knowledge of aerodrome operating procedures and related security requirements
  • Knowledge of the aerodrome and all operating security systems such as access control, vehicle access and GTAA future plans for development and subsequent impact on security operations
  • Skill in studying complex drawings and determining whether there is aerodrome security or operational concerns that need to be addressed
  • Specialized inspections and audit software
  • General knowledge of  Management Systems processes
