Reporting to the Associate Director – Capital Budget, Schedule & Reporting, this position is responsible for key financial functions focused on the capital project delivery such as: performing and delivering in-depth projects quantitative and qualitative analysis; preparing, developing and presenting comprehensive project management reports, trending and cash flow projections and financial risks mitigation recommendations; developing and administering structured financial project schedules and predictive models; providing analytics for GTAA Business Plans, Board reports, funders and other key stakeholders reports. Additionally is performing a financial advisory role for the Project Delivery Team, preparing reports, schedules and analysis to support the project management function; a subject matter expert that provides support for strategic and tactical decision making to move projects forward, driving continuous improvement of the project management financial processes.
Job Description Key Accountabilities:
- Aggregates, synthesizes and interprets bundle/projects financial data and provides in-depth monthly/quarterly quantitative and qualitative analysis
- Develops and maintains complex, precise, flexible financial models and predictive models to build programs/projects estimates and timelines, identifies opportunities, risks and gaps and provides additional business intelligence
- Tracks the bundle/projects actuals, accruals, contractual commitments and performs cost trending analysis; validates the factuality of the monthly, quarterly and annual projects financial results
- Provides monthly and quarterly financial key performance indicators for all projects of the assigned portfolio, identifies and reports trends, drivers of variances at project and program level, delivers on aggressive timelines
- Performs the Budget Variance Analysis process for the assigned projects portfolio
- Prime on bundle/projects budget, provides first-hand knowledge and input in building the Capital Budgets, working assumptions and key metrics for a thorough bottom-up budgeting approach
- Conducts analysis and verification of costs for capital projects – identifies the quantitative and qualitative factors, and performs research to establish performance indicators and work measurement systems
- Financial advisory role providing dedicated support and assistance to Project Managers and the project delivery team in various financial aspects, including the development of progress reports, business cases, position papers and helps drive management decisions
Job Requirements Qualifications:
- Successful completion of a University Degree in Business Administration, Engineering, Mathematics, or Economics, coupled with an advanced standing in a professional accounting designation program (CMA, CA, CGA, international) and registration in good standing with the appropriate Accounting Association
- Minimum five (5) years progressive financial experience (budgeting, analysis, reporting, project accounting) in a computerized environment with responsibilities for capital project accounting, analysis and report generation, database inquiries, including experience with financial software tools such as Oracle Financials
- Must have a fully satisfactory work performance in his/her current position and a work record that is void of discipline and unacceptable attendance that would have a bearing on the duties, roles and responsibilities of the posted position
- Must be able to obtain and retain a Transportation Security Clearance
Knowledge, Skills and Abilities:
- Experience in the analysis, design and implementation of financial models, particularly those that involve budget variance analysis and cash flow management
- Knowledge of Generally Accepted Accounting Principles (IFRS) and regulations in order to document, control and report on financial activities, including preparation of budgets for management review and project progress reports
- Computer literacy utilizing MS Office software applications (including Visio and Project); proficiency in Excel or other spreadsheet applications (“advanced”); good understanding of database systems (tables, relationships, etc.) Sound knowledge of the Project Management framework and key concepts
- Excellent communication skills to follow up with contractors, consultants and project managers to understand variances and communicate such in a report
- Demonstrated ability to work independently in managing priorities and meeting deadlines
