Position: Airport & Transit Supervisor 
Status: Full-Time

GENERAL ACCOUNTABILITY The Airport & Transit Supervisor reports to the Director of Community Services and is located at the City of Quesnel Regional Airport. 

KEY RESPONSIBILITIES The incumbent is responsible for supervising the day to day operations of all airport facilities, supervising the activities of all Airport staff, and for public transit provision for the City of Quesnel. 



Airport Operations: 
 Ensure that Airport facilities and operations are in compliance with Transport Canada Acts, Regulations and Measures and serve as the primary contact with Transport Canada; 
 Implement, monitor and amend the Airport Operations Manual; 
 Develop, implement, monitor and amend the Safety Management System, Emergency Response Plan, AVOP Program, Winter Snow Operations Plan, Airport Security Program, Standard Operating Procedures, Bird and Wildlife Control Program and any other programs and/or manuals as required; 
 Supervise City of Quesnel airport personnel; 
 Supervise the Airport Operations Supervisor to ensure proper maintenance and operation of Airport facilities and mobile assets; 
 Provide consistent, professional customer service; 
 Serve as the primary contact with all contractors involved in airport operations, projects and services; 
 Develop partnerships and work closely with community groups and airport organizations on airport special events and activities; 
 Work with the Director of Community Services to identify opportunities and implement strategies to expand business and aviation activity at the airport and to enhance the market position of the Quesnel Regional Airport, recognizing the vital role it plays in the City’s overall economic development goals; 
 Serve as the key contact with the public, the business community, current tenants and potential tenants with respect to leasing, licensing, parking, fuel and other issues; 
 Prepare lease and license agreements as required; 
 Prepare annual operating and capital budgets for review by the Director of Community Services; 
 Assist the Director of Community Services in coordinating major Airport capital projects; 
 Monitor the aviation fuel system including accounts, fuel purchasing, pricing, inventory control and reconciliation, trouble-shooting; 
 Exercise spending authority on Airport operational and capital accounts in accordance with the City’s Purchasing Policy; 
 Ensure proper invoicing, tracking and reporting of receivables and payables; 
 Coordinate and work cooperatively with other City departments as required; 
 Perform other related tasks as required by the Director of Community Services. Transit 
 Assist the Director of Community Services in planning changes to transit service routes and schedules as required in conjunction with BC Transit and the transit operating company; 
 Coordinate City transit operations, including handiDART, to ensure the public receives the best possible service within the framework of the budget and Annual Operating Agreement; 
 Monitor and seek ways to improve revenue generating capacity and overall commercial viability of the transit system (e.g. advertising); 
 Exercise spending authority on transit accounts in accordance with the City’s Purchasing Policy; 
 Prepare and monitor annual budget expenditures for transit system for review by the Director of Community Services; 
 Ensure proper invoicing, tracking and reporting of receivables and payables;  Coordinate and work cooperatively with City departments as required; 
 Perform other related tasks as required by the Director of Community Services. 

Required Qualifications: Education and Experience: 
 A minimum of a two year diploma in Business, Business Administration, Aviation Management, or other related area of study.
 A minimum of two years of experience in a supervisory role. 
 Previous experience in an aviation related field will be considered an asset. 
 Knowledgeable of industry regulations, standards and best practices. 
 Valid BC Class 5 Drivers License 
 Airside Vehicle Operator Permit, Restricted Radio License, Airport Security Clearance (within 30 days of hiring) 

Skills and Abilities: 
 Excellent organizational skills. 
 Excellent communication and interpersonal skills, both verbal and written. 
 Ability to work with competing priorities and strict deadlines. 
 Demonstrated computer proficiency with multiple software applications. Highly proficient with Microsoft Word and Excel. 
 Developed marketing, accounting and budgeting experience
