Traffic Signals and Airports Navigational Aids Manager

Duties: 
Reporting to the Traffic Operations Engineer, the Traffic Signals and Airports Navigational Aids Manager plays two key roles within the Traffic Engineering Branch of Manitoba Infrastructure and Transportation: : 
The incumbent is the Department’s Senior Electrical Technician. In this role he/she is required to act as the technical authority for the installation, operation, and safety of all electrical devices related to Traffic and Airport operations. 

The incumbent manages the Department’s Traffic Signals program and Airports Navigational Aids personnel. In this role he/she will provide leadership and supervision to skilled technologists, technicians, and electricians while ensuring the on-going maintenance of the Department’s Traffic Signal assets. The incumbent is also responsible for delivering the Department’s annual Traffic Signal construction program.
Candidates who do not meet all essential criteria may be considered on an underfill basis at a commensurate rate of pay.
An eligibility list may be created for similar positions and will remain in effect for 12 months.
Qualifications:

Conditions of Employment: 
  • Must be legally entitled to work in Canada.
  • Must have a Valid Class 5 Driver's Licence.
  • Must be willing and able to travel within Manitoba by air or ground.
  • Physically capable of performing the duties associated with this position.

Essential: 
  • Valid Construction Electrician Inter-Provincial Red Seal (Journeyman H licence) or limited Construction Electrician’s (J) licence or be a Certified Engineering Technologist with specialized (M) licence.
  • Extensive experience with the installation and maintenance of electronic traffic control devices.
  • Demonstrated analytical and decision making skills.
  • Excellent interpersonal communications skills.
  • Knowledge of project management including staff management skills.
  • Knowledge of financial management, cost estimates, and budgeting skills.
  • Experienced and proficient with Microsoft Office Software Package (Word, Excel, Outlook, and PowerPoint).
  • Knowledge of acts, regulations, and codes pertaining to traffic signal installations and airport operations.
  • Excellent written skills. 
Desired: 
  • Knowledge of airport lighting and navigational aid operations, construction, and maintenance procedures.
