Reporting to the Manager, Aviation Regulation & SMS, this position is responsible for maintaining the Operating Certificate of Toronto Pearson by delivering the GTAA’s Quality Assurance Program as defined in the SMS through audit and inspection activities. This position is also responsible to be the first eyes on proposed and actual regulatory changes in the Canadian aviation environment that would have impact to how Toronto Pearson operates, as well as being the subject matter expert for business units in regulatory interpretation.

Job Description
Key Accountabilities: 
  • Inspecting and auditing Safety Critical Tasks as defined by the SMS, in accordance with Canadian Aviation Regulations for Quality Assurance. This this includes but is not limited to lights, markings, pavement, signs, electrical supply systems, Runway Strip, Clear Areas, Runway End Safety Areas, OLS, etc.;
  • Through the SMS Concern Review Process, analyze all deficiencies to identify trends. If trends are identified, determine with Single Points of Contact causal factors and support the formulation of corrective action plans;
  • Auditing the Airport Operations Manual (AOM) and all subordinate plans attached to the AOM such as ERP, Snow Plan, FOD Removal Plan, etc to ensure regulatory compliance and adherence to the plans;
  • Assessing safety critical tasks, AOM, and AOM subordinate plans are effective using ISO9001 based standards for quality and ISO19011 auditing techniques;
  • Review all proposed regulation changes as they relate to airports and provide comment to management on the effect the changes may have on airport operations or regulatory burden; and
  • Conducting System Review Audits in accordance with the Safety Management System to determine the effectiveness of corrective action plans identified in completed Concern Reviews. Reporting on results to the Accountable Executive through formal, written reports and summarizing findings to the SMS Working Group.

Job Requirements
Qualifications: 
  • Post-secondary education in aviation or 5 years of combined equivalent work experience and education in management systems;
  • Industry experience of 1 year of SMS in a comparable sized company, or an aviation organization;
  • Minimum 1 year of experience in relational databases, spreadsheets, and data analysis; and
  • Must be able to obtain and retain a Transportation Security Clearance.

Knowledge, Skills and Abilities: 
  • Knowledge of Aeronautics Act and CARS, TP312E, ICAO Annex 14, FAA FAR Part 139, GTAA airside standards and policies, NAVCAN practices, low visibility practices and operations, and surface movement guidance and control system development;
  • Knowledge of investigative, inspection and audit techniques and practices;
  • Knowledge of aircraft operating procedures and related safety requirements;
  • Knowledge of airside and all operating systems such as airfield lighting and signage, VDGS and GTAA future plans for development;
  • Skill in studying complex drawings and determining whether there is airside safety or operational concerns that need to be addressed;
  • Specialized inspections and audit software, etc.;
  • Knowledge of Safety Management Systems including regulation and GTAA specific Policies and Procedures, safety management legislation;
  • Maintaining knowledge of relevant Acts, Regulations, Standards, Recommended Practices and Procedures related to airports, aircraft and aircraft ground handling equipment (TP312), land use in the vicinity of airports (Zoning Regulations and TP1247), all weather operations (TP1490), and the types of aircraft and ground support equipment used at Toronto Pearson International Airport;
  • Maintaining current knowledge of theories of flight and propulsion, safety and accident investigation;
  • Ability to maintain concentration and attention to detail, especially in critical safety areas where care and judgment are essential, and prioritize work accordingly;
  • Ability to analyze audit reports, responses and recommendations, to ensure operational quality assurance, and resolve conflicting views by presenting convincing safety management based rationale and process application whether there is a lack of regulation or protocol or not;
  • Ability to determine and assess causal factors and appropriate human factors/behavioral science associated with all airside incidents, accidents or safety reports or observations;
  • Ability to determine the risk levels associated with any airside activity (current or proposed), or reported safety issue or concern and determine that mitigation strategies are appropriate and will reduce the risk to acceptable levels and allow the activity to continue or commence;
  • Ability to impart knowledge and understanding of SMS requirements to all GTAA personnel, tenants, contractors and others whose work has an impact on airside safety; and
  • Responding to calls from GTAA staff and tenants requesting clarification or direction on whether situations or incidents are or will result in a safety violation/hazard and directing the investigation or action accordingly.
