Summary of responsibilities: 
Reporting to the Manager, Training and Certification Development, the Advisor, Training Performance and Evaluation is responsible for the evaluation of training courses and programs developed within the Training and Certification Development group and delivered in Canadian designated airports. The Advisor, Training Performance and Evaluation performs all other duties and responsibilities related to the position as required. 
Key Tasks and Responsibilities 
Training Effectiveness 
  • Evaluate the effectiveness of training developed by CATSA and delivered in Canadian airports by CATSA and Screening Contractor (SC) trainers to Screening Officers (SOs) and SC management. 
  • Analyze training gaps and needs and prepare recommendations for training development. 
  • Monitor and improve the consistency of training delivered to SOs. 
  • Develop and maintain an oversight program to monitor SC trainers’ delivery of CATSA-developed training programs. 
Program Management 
  • Maintain CATSA’s Recurrent Learning Program requirements for SOs at Pre-Board Screening (PBS) and Hold-Baggage Screening (HBS), including the creation of the annual assessment of SOs. 
  • Maintain CATSA’s requirements for the national PBS recertification program. 
  • Analyze SOs’ performance data and recommend improvements to training programs. 
  • Support the development of training-related metrics and associated reporting. 
Partnerships and Stakeholder Relations 
  • Develop strong business relationships with internal stakeholders at headquarters in order to facilitate a seamless interaction and the alignment of training programs with CATSA’sStandard Operating Procedures (SOPs) and performance programs. 
  • Support the facilitation of working group meetings, in particular meetings with managers across the Service Delivery branch at headquarters and regional personnel to ensure the effective integration and consistency of operational programs, including training. 
  • Develop strong working relationships with internal stakeholders in the regions to facilitate the evaluation of training delivery and consistency exercises.

Qualifications 
Essential 
  • Graduation from a recognized college or university with a specialization in Education, Psychology, Business Administration, Social Sciences or another speciality relevant to the duties of the position; 
  • A minimum of three (3) years of experience evaluating and analyzing any type of program, with at least one (1) year of experience evaluating and analyzing training programs within the past five (5) years; 
  • A minimum of three (3) years of experience performing in-depth analysis of data pertaining to any type of program, with at least one (1) year of experience performing in-depth analysis of data pertaining to training programs, within the past five (5) years; 
  • Experience planning, organizing and coordinating program implementation, application and effectiveness; 
  • Experience writing briefing materials, reports and strategic documents; 
  • Knowledge of databases, such as Microsoft Access; 
  • Knowledge of Excel, Word and PowerPoint. 
Valuable 
  • Experience in training and certification development roles; 
  • Knowledge of CATSA’s priorities and mandate, as well as legislation impacting CATSA activities; 
  • Knowledge of software that can be used for data analysis, such as Statistical Package for the Social Sciences (SPSS) and Statistical Analysis System (SAS); 
  • Understanding of Learning Management Systems (LMS); 
  • Knowledge of the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model. 
Other Job Requirements 
  • Ability to work overtime as required; 
  • Ability to travel as required; 
  • Language Profile: one (1) position is English Essential; 
  • Ability to obtain and maintain a Secret security clearance; 
  • Be a Canadian citizen or permanent resident.
