Position Overview
The GIS Coordinator is responsible for managing the VAA’s Technical Data Centre
(TDC), providing GIS/CAD/Project Management support, planning, development, and
expertise to the organization in creating and maintaining GIS/CAD applications for VAA
lands.
This position serves as a resource and consultant to VAA on GIS-related
matters. The GIS Coordinator is a union position reporting to the Director, Facilities and
will normally work a 37.5 hour work week during regular administration office hours.
Education & Experience
Degree in computer science, engineering or a related discipline, supplemented by
course work in GIS and a minimum of three years’ experience operating a GIS system
in a multi-disciplined engineering or technical environment, plus extensive experience
with AutoCAD and ESRI ArcGIS, data and mapping QA/QC; or an advanced technical
diploma in a GIS/CAD or related program, plus a minimum of five years’ experience as
described above.
Must possess and maintain a valid BC Class 5 Drivers License.
Experience working in an airport environment is preferred.
Within six (6) months of hire, the GIS Data Technician must obtain the following
certifications:
Airside Vehicle Operator Permit (AVOP).
Radio Operator’s Certificate – Aeronautical.
Knowledge
Advanced working knowledge of the technical requirements for importing, exporting and
using CAD/GIS format data to and from engineering drawings within the GIS construct.
Thorough understanding of cartography and geographic map reference systems,
relevant by-laws, government policies and procedures. Advanced working knowledge of
applied geography, projection, survey concepts, aerial photography, DEM, raster and
vector spatial data, metadata, relational database process tracking and documentation.
Expert level knowledge of Global Positioning System (GPS) technology, web application
mapping and GIS development.
Skills and Abilities
Advanced computer skills including proficiency in: ArcGIS software suite
including Server, Autocad, FME, Adobe Illustrator, Photoshop, InDesign,
Microsoft Office suite; a familiarity with MicroStation, plus and aptitude and
willingness to learn new technology.
Ability to perform GIS data conversion across multiple file types.
Excellent organization skills and ability to meet deadlines with conflicting
demands, while maintaining accuracy and an orientation to detail.
Excellent customer service, interpersonal skills, and the ability to communicate
effectively with VAA’s internal and external customers, both orally and in written
business correspondence.
Ability to be tactful, demonstrate sound judgment, and solve problems
independently or within a collaborative team environment.
Enthusiastic, positive and ability to be a self-starter.
Security
Must pass and maintain enhanced Airport security clearance as a condition of
employment.
Duties
Incorporation of all CAD and other digital and paper records into the GIS
basemap; Exporting GIS data for use by outside stakeholders.
Research and acquire data from field surveys, as-built drawings and mapping
records, update and manage VAA’s digital database.
Maintain inventory, digitize and/or store drawings, technical data and reports.
Provide leadership by developing and maintaining CAD/GIS standards, practices
and data file formats; train staff in the use of VAA web GIS.
Translate digital files, and collect, maintain and create GIS datasets, including
field collected GPS data
Monitor construction activity and ensure timely delivery of as-built and other
record documentation.
Review as-built data for completeness, accuracy and adherence to TDC
standards and conventions.
Compile, evaluate and manage TDC technical and data requirements.
Responsible for back-up procedures including archiving information.
Create graphics, drawings and cartographic maps for VAA planning,
management, operations and engineering purposes including: land use, master
planning, lease management, field operations, safety, security, environment,
airport facilities, capital project planning and design.
Create/edit drawings and data including cartographic map production.
Provide Capital Project Assistance.
Oversee consultants and contractors related to the VAA Technical Data Centre
Prepare status reports and project approvals, consultant terms of references,
requests for proposals, contract documentation, and other administrative
documents for capital projects.
Consult with stakeholders for: definition of requirements, option analysis,
tendering, field surveys, construction inspections and obtaining as-built records.
Take personal responsibility for VAA’s Safety Management System, safety
related issues and integrate safety into daily work activities.
