Apron Management Unit - Unit Operation Specialist
Greater Toronto Airports Authority 
Full-time, Permanent
Reporting to the Manager Apron Management Unit, this position is responsible for developing procedures, training, reviewing and implementation of plans, guidelines and logistical support for the Apron Officers to ensure safe, effective and efficient operation. Testing for this position will be conducted on April 13, 2016 and April 14, 2016.

Job Description
• Providing logistical support to the Apron Management Unit officers and other areas as requested by the appropriate manager and maintain updated records and documents
• Monitor local/provincial/governmental regulations for potential changes, assess impact and develop recommendations for management consideration
• Writing and issuing operational directives to supplement approved standards and procedures
• Collaborating and negotiating agreements with Nav Canada, and other agencies to facilitate the provision of efficient services to the users
• Writing and negotiating inter-unit agreements and memorandums of understanding (internal and external) for approval
• Participate in THIRA (threat/hazard identification risk assessment) prior to the implementation of new procedures as required
• Plan and implement measures to continuously improve the safe, efficient and orderly flow of aircraft /vehicle traffic on the Apron through approved policies, standards and procedures
• Develop and implement pushback procedures utilizing computer aided design programs
• Identifying root causes of occurrences and providing advice on corrective action. This may include input into procedural, or training changes
• Maintain full qualification in all Apron Management Unit operational positions in accordance with the training and qualification protocols for the purpose of conducting initial / recurrent training of all apron officers
• Develop and deliver initial and recurring training to all Apron Officers. This includes ensuring that all Apron Officers are current with all regulatory courses and maintain and record all training inclusive of re-current training
• Develop and perform quality control measures to ensure that the Apron Management Unit operates and communicates consistently in accordance to the Standard Operating Procedures
• Develop and deliver awareness presentations to other departments as requested by the Manager, Apron Management unit

Job Requirements
Qualifications: 
• Must possess a Post-secondary school Diploma or Degree
• Minimum five (5) years’ experience in airport operations or airline operations
• Minimum five (5) years’ experience in the delivery of Apron Management Service, Air Traffic Control, or Flight Service Specialist
• Minimum of two (2) years’ experience working in a position with a component related to a Safety Management System or Safety Program
• Must have experience in writing reports, operational plans and/or standard operating procedures
• Must possess a Radio Operators Permit
• Must be able to obtain a DA AVOP within 60 days of hire
• Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities: 
• Knowledge of the rules, procedures, techniques and equipment (MLAT, EXCDS, RADAR) for providing Apron and Terminal Management under all conditions
• Detailed knowledge of gate adjacency rules, topography and layout of the aprons, taxiways, and runways; runway taxiway combinations used by Air Traffic Control
• Knowledge of the operating characteristics, dimensions, capacities and turning radius of aircraft which commonly use the aprons and gates
• Knowledge of the relationships and interactions of GTAA operational departments, Nav Canada, Central De-icing Facility, Airlines and Ground Handlers
• Knowledge of aircraft, airline, and airport operations and emergency procedures
• Fluency in radiotelegraphy language and the ability to read and understand Flight Data entries and their associated abbreviations
• Ability to develop / maintain an effective working relationships and liaise with air traffic control (Nav Canada), the air carriers, senior GTAA management as well as other organizations
• Knowledge of Aerodrome Standards publications such as TP312, GTAA publications, Complex Gating protocol, Low Visibility, Apron and Maintenance Run procedures, Airport Safety Program, Snow Removal Plan / tactics, Aircraft staging and Parking Plan, Lightning Advisory, Departure traffic management initiative (DTMI) plan of operation, Airside activity program, GTAA ISO 14001 environmental policy
• Knowledge of other pertinent TPIA related documents such as Aeronautics Act & CARS, ICAO guidelines and standards, NOTAMS, Air Regulations, and Airport Traffic Regulations
• Knowledge of camera and computer applications such as; Microsoft Office, PASSUR, I-share, GTFIS Workstation, Genetec Camera System, Gate Operating System, ATIMS, Airfield Lighting System
• Knowledge of Safety Management Systems including GTAA specific Policies and Procedures
• Effective written and documentation skills; in order to complete the Daily Shift Summary, Incident reports and training material
• Must be able to work on a rotational shift basis (days, afternoons, midnights)
