Senior Advisor, Program Deployment
Number of Openings: 2 Employment type: Indeterminate Location: Ottawa Hiring salary range: $79,764 to $94,650 plus performance pay. Language requirement: 1 position English Essential and 1 position Bilingual (BBBB) *Eligibility List: CATSA will use this opportunity to establish a list of candidates eligible to fill subsequent vacancies. The eligibility list may be used to staff permanent or fixed-term positions with similar responsibilities and qualifications.
Summary of responsibilities:
Reporting to the Manager, Program Deployment, the Senior Advisor, Program Deployment is responsible for the planning, execution, monitoring, controlling and closing of program deployment projects at Canadian airports. The incumbent also ensures that the business objectives/scope of these projects are achieved in order to maximize effectiveness and efficiency of the project’s design and implementation. The Senior Advisor, Program Deployment performs all other duties and responsibilities related to the position as required.
Key responsibilities include:
- Project Management of hold-baggage screening (HBS) recapitalization projects and other program deployments at Canadian airports, including but not limited to pre-board screening (PBS), queue management system (QMS) and non-passenger screening (NPS).
- Review and evaluate all airport authority projects and program requests and provide support for design submissions to ensure they meet CATSA’s technical, financial, and operational standards.
- Manage project master schedule and major milestones associated with assigned deployment screening projects.
- Conduct site visits to inspect equipment installations and evaluate overall project health/status.
- Support the forecasting of airport 5-year capital requirements and management of large project budgets ($5.0 million +), including budget forecasts and accruals.
- Review all airport technical submissions and respond to each submission with formal “Technical Review” and “Financial Review” documents, listing submission deficiencies and recommended corrective actions.
- Engage airport authorities on CATSA’s HBS Recapitalization Program Guidelines to clarify technical and operational requirements.
- Coordinate and facilitate internal CATSA resources and associated external project participants to ensure project deliverables are defined, approved, implemented and enforced.
Qualifications: Essential
- Graduation from a recognized college or university with a specialization in Engineering, Business Administration, Business Management, Project Management or another speciality relevant to the duties of the position;
- A minimum of five (5) years of experience scheduling, planning and managing large-scale projects that include the delivery and installation of heavy and complex pieces of equipment;
- Knowledge of the theories, principles and practices of project planning, estimating and budget and contract management;
- Knowledge of principles and practices of shipping, delivery, installation and site preparation.
Valuable
- Skills and knowledge of project management tools and methodologies;
- Knowledge of the operation of HBS systems;
- An Eng, PMP, or MCPM (Masters Certificate in Project Management);
- Experience collaborating with stakeholders, including equipment manufacturers/suppliers, and facility owners;
- Experience in the air transportation or security industries;
- Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation impacting CATSA.
