The Prince George Airport
Authority (PGAA) is looking for a dynamic, team oriented and safety conscious
leader to join our management team (Manager Operations). This position manages the operations
and maintenance of facilities and corporate relationships at the airport in a safe efficient
and cost effective manner.

PRIMARY FUNCTION
Working as part of the management
team, and reporting to the Director of Operations, the Manager of
Operations is responsible for the managing the operations, maintenance, facilities and corporate relationships of the airport in a safe,
efficient and cost effective manner.
JOB DUTIES
Manages
airside operations and maintenance of the airport, which includes
winter operations,
airfield lighting and navigation, vegetation control, wildlife control,
aircraft
movement surfaces, pavement and equipment
fleet.
Manages
groundside operations and maintenance which includes winter
operations, pavement, public roadways, landscaping and utilities such as
water, storm
water, sewage and
electrical.
Manages
facility and building operations and maintenance including
baggage systems,
janitorial services, HVAC system, plumbing systems, electrical systems,
life safety
and security
systems.
Works
with the management team in the development and implementation of
airport policies
and strategic goals and
objectives.
Manages
the preparation and submission of airport manuals and
aeronautical information.
Works with the management team in the development and
implementation of airport emergency response policies, procedures and
coordinates and performs emergency response duties commensurate with their
level of training and experience.
Reviews
construction project specifications and plans and manages specific projects
as assigned.
Participates
in the planning and implementation of the airport security program.
Develops
and implements operational and maintenance procedures and policies
that are
consistent with applicable regulations, standards, goals and
objectives.
Selects
staff, evaluates staff performance and prepares performance evaluation reports. Manages staff in accordance with policy and the
Collective Agreement.
Manages
the preventative maintenance program and systems, and
plans maintenance
priorities.
Prepares
general and technical specifications for work performed by staff
and contractors
and inspects the completed work for adherence to
specification.
Plans
resource levels to meet airport certification requirements and strategic
goals and
objectives.
Manages
assigned resources to maintain airport certification requirements
and stated
levels of service in a safe, efficient and effective
manner.
Participates
in planning team reviews and advises on future infrastructure and
asset requirements
to maintain the desired level of
service.
Ensures
all relevant certifications, permits and documentation is obtained
and maintained.
Work
safely and actively towards creating and maintaining a safe work
environment by ensuring compliance with Occupational Health and Safety
regulations,
the Canada Labour Code, the airport’s Safety
Management System and other
airport regulations and policies. Responsible for
ensuring that all department staff is
in compliance with the Safety Management
System.
Provide
advice in the negotiation of the Collective Agreement.
Perform
other assigned or related duties.
QUALIFICATIONS: EDUCATION, EXPERIENCE, SKILLS AND ABILITIES
Post
secondary diploma/degree in aviation management, business management
or engineering.
Equivalent combination of experience and education will be
considered.
Minimum
five years management experience in airport or technical related fields
and having
held positions with increasing levels of
responsibility.
Ability
to communicate effectively verbal and in written English.
Ability
to interpret and apply technically detailed regulations, guidelines
and procedures.
Strong
knowledge of the operations, maintenance and management of an airport.
Strong
knowledge of the practices and procedures for all airport airside and groundside
activities and functions.
Strong
knowledge of aviation and airport industry regulations, standards,
policies, and practices. e.g. TP312, ICAO Annex
14.
Ability
to effectively relate and communicate to employees, airport users, tenants
and the
public.
Possess
superior computer skills with office software, computer aid design
software, maintenance management systems and custom software applications as
required.
Able
to effectively manage multiple and changing
priorities.
Able
to effectively plan and organize work processes and resources.
Good
knowledge of financial practices relating to operating and capital budgets.
Knowledge
of operational services, maintenance and activities of commercial buildings.
Knowledge
of pertinent federal, provincial and municipal building codes
and regulations.
Experience
in managing personnel in a unionized workplace.
Possess
demonstrated strong problem solving and analytical skills.
Ability
to obtain and maintain a Transport Canada Security Clearance.
Ability
to obtain and maintain a Radio Operator’s license and a Prince George
Airport
Vehicle Operator’s
Permit.
Possess
a valid BC Class Five driver’s license. Desirable – Class Three driver’s
license with air brake endorsement.
Desirable
– Possess a Canadian Firearms Possession and Acquisition Licence.
Desirable
– Accreditation through the International Association of Airport Executives.
