MANAGER SAFETY and SECURITY
Summary
Reporting to the Chief Executive
Officer, manages the safety and security resources
to ensure optimal utilization
of these resources; manages the programs and services relating to all aspects of Aircraft Rescue and Fire Fighting
(ARFF) at the airport to ensure proper
fire and safety procedures are followed and that
all firefighters and airport workers are trained and properly coordinated to provide
an effective response
to emergencies as described in the Grande Prairie
Airport Emergency Procedures and Response Plan; manages the programs and
services related to all aspects of
the Safety Programs at the airport to ensure the safety of airport workers, the traveling public, and other airport
users; manages all aspects of the Security Programs to ensure compliance with all regulations and other practices designed to maintain
the security of the
travelling public through
the airport, and to protect the assets of the Grande Prairie Airport and the airport tenants;
manages the programs
and services related
to all aspects of Emergency Planning to ensure all personnel and outside Mutual
Aid agencies are familiar with their roles and responsibilities and to
facilitate an efficient, organized and coordinated response to emergencies; and manages the airport
Safety Management System (SMS).
Duties
1. Manages the safety
and security resources to ensure optimal
utilization of these resources of the airport by:
-
Determining staffing requirements;
-
Manages the contract for security services;
-
Prepares refresher training plans and budgets;
-
Monitors training and daily record of shift logs;
-
Prepares reports as required;
-
Determines requirements, and prepares program
approval documents for capital
projects associated with safety and security;
and
- Performs ongoing training, audits and
tests of security personnel to ensure full
compliance with all relevant regulations and
policies.
2. Manages the programs and services relating to
all aspects of Aircraft Rescue and
Fire Fighting (ARFF) at the airport to ensure proper fire and safety procedures are followed and that all firefighters and airport workers
are trained and properly
coordinated to provide an effective
response to emergencies as described in the
Grande Prairie Airport Emergency Procedures and Response Plan by:
-
Ensuring adequacy and serviceability of ARFF
vehicle and equipment;
-
Inspects, analyzes and reports activities and
performance of the ARFF;
-
Directs ARFF
training;
-
Directs the fire prevention and inspection program;
-
Oversees ARFF and safety activities;
-
Conducts investigations into safety and
security incidents at the airport;
-
Reviews building and construction plans and
specifications and recommends
modifications to improve safety and security;
and
-
Maintains a face to face liaison with all tenants
and Mutual Aid agencies for safety and security issues.
3. Manages the programs and services related to
all aspects of the Safety Program at
the airport to ensure the safety of airport workers,
the traveling public,
and other airport users by:
-
Manages the Occupational Safety and Health Program;
-
Develops and administers the program for
recognizing and handling dangerous
goods for airport staff;
-
Ensures appropriate First Aid training is
provided to airport staff;
-
Develops and maintains the Airport Safety Program;
-
Provides or directs training in all elements of
the Safety Program;
-
Chairs safety meetings and develops safety
bulletins; and
-
Investigates and reports on all safety and
security incident.
4. Manages all aspects of the Security Program to
ensure compliance with all
regulations and other practices designed to maintain the security of the travelling public through
the airport, and to protect the assets of the Grande Prairie Airport and the airport tenants by:
-
Develops and implements all aspects of the
Security Program;
-
Manages and directs the Stock Security Program;
-
Monitors the pre-board security screening process;
-
Directs security inspections or performs them,
makes recommendations and takes
corrective action as warranted;
-
Ensures the training of security personnel
meets and understands the required
Regulation;
-
Ensures that all regulatory security
requirements are met;
-
Maintains current and relevant copies
of Acts and Regulations pertaining to Airport Security; and
-
Maintains an ongoing face to face and other
methods of communication with
Transport Canada and local RCMP.
5. Manages the programs and services related to
all aspects of Emergency Planning to
ensure all personnel and outside Mutual Aid agencies are familiar with their roles and responsibilities and to
facilitate an efficient, organized and coordinated
response to emergencies by:

Develops, negotiates, tests, amends and
implements the Grande Prairie Airport Emergency Procedures
and Response Plan;
-
Responds to emergency site as a scene observer;
-
Develops, tests, amends
and monitors the evacuation procedures at airport
facilities;
-
Participates and evaluates the roles of all
agencies during emergency exercises;
-
Ensures the participation of on and off site organizations and agencies in the
emergency plan through liaison; and
-
Trains airport staff in their roles within the
emergency plan.
6. Manages the airport Safety Management System
(SMS) by ensuring its
implementation, management and maintenance:
Is referred to in this role as
Manager SMS; taking a leadership role to coordinate all SMS activities; Ensuring all pertinent staff are trained in SMS; Arranging for or delivering training to new
staff and ongoing and recurrent training to staff; Ensuring liaison with Transport Canada on a
timely basis to receive or be aware of SMS procedures, bulletins, legislation, newsletters and general SMS
industry information; On a ongoing
basis ensuring that all pertinent
staff function within
the SMS.
7. Performs other duties by:
-
Keeping current on technical developments and
issues by formal training, reviewing
legislation, face to face meetings and attending demonstrations and seminars;
-
Participating in discussions with federal,
provincial and municipal agencies,
airline representatives, and related industry persons regarding safety, security and terminal services for the airport;
-
Representing the CEO at meetings;
-
Performing the duties of subordinates in
critical or emergency situations, and;
-
Other duties related to the operation and
maintenance of the airport.Our current opening is to fill a pending
