Utilizing rotary wing and fixed wing assets, OpsMobil flys, inspects and reports on most of Canada’s major pipeline networks.

Job Description 

Reporting to the Accountable Executive, the Fixed Wing Surveillance Operations Manager is responsible for safe flight operations as prescribed by the Canadian Air Regulations. This includes but is not limited to overall control of operations including operational standards of all company fixed wing aircraft operated. In addition he/she is responsible for managing customer and internal requirements for aircraft and pilots, balancing often competing needs and determining the best course of action to ensure client commitments are satisfactorily met in a profitable manner while government and company standards are adhered to.

Responsibilities include: 

Operational Standards 
  • Ensure that all company operations are conducted in accordance with the Canadian Aviation Regulations (CARs), Canadian Air Service Standards (CASS) and with the policies and instructions contained in the company Operations Manual.
  • Manage and amend the Company Operations Manual, Standard Operating Procedures and Best Practices documentation as company policy and regulatory changes occur.
  • Using standards set out in the Canadian Air Regulations, CASS and the OpsMobil Operations Manual, ensure that operations are conducted in accordance with various procedures and programs.
  • Maintain inter-departmental communications, assuring knowledge of the location and operational status of all company assets and crews.
  • Monitor Aircraft hours, task progress and completion, hours flown vs hours planned and incident/near miss response
  • Plan and control aerial operations including the provision of fuel and other support.
  • Record and report any aviation incidents (accidents, near misses) to the General Manager and local authorities.
  • Ensure emergency plans are in place and implemented efficiently and effectively if required including initiation and monitoring of practice emergency response exercises
  • Ensure all staff fully understand the safety requirements when working during aerial operations.
  • Manage company operated facilities, and equipment to mitigate losses due to damage or unsafe acts.
  • Exploit opportunities for revenue generation that may be ancilliary to the aviation programs, such as hangar rental and maintenance contracts.
  • Actively participate in SMS programs within the company, and give support to Aviation HSE advisor on new initiatives.
Leadership 
  • Manages the complex coordination of logistics for fixed wing aviation support for company operations to meet internal and external customer requirements. Review all requests, determine the best course of action.
  • Engage in long range planning to forecast fleet and staff requirements for six months to one year into the future and determine requirements for significant capital expenditures to meet emerging needs.
  • Negotiate requests for aviation support with various internal departments, managers and customers to balance competing needs and ensure customer needs are satisfied in a cost effective manner.
  • Act as an advisor to special projects as necessary.
Development 
  • Assist in setting rates for aviation services to ensure profitability of company operations.
  • Participate in development of the department's budget forecasts and objectives.
  • Research and provide input on various capital expenditures including those for accessory gear and ensure standards on accessory gear are acceptable.
  • Assist with internal investigations and disciplinary hearings if any pilot is involved in an accident or incident.
  • Conduct performance appraisals and agree on career development plan targets for each employee under direct supervision.
Qualifications 

Requirements: 
  • Minimum of 5 years proven experience in aviation as a commercial pilot.
    Minimum 5 years proven operations management experience, preferably in an aviation organization. Knowledge of CARS 702, 703 operations is essential. 
  • Must be able to qualify for and pass the Transport Canada practical and written exam for Air Taxi Operations Manager 
  • Must hold or have held a Fixed Wing Air Transport License. 
  • Class 1 Aviation Medical. 
  • Flight Instructor or other training experience considered an asset. 
  • Eligible to work in Canada 
  • Fluent English communication skills. 
  • Knowledge of Canadian Air Regulations, FAA regulations, Canada Labour Code. 
  • Proficiency in the use of computer programs for word processing, databases, email, internet, etc. 
  • Must be willing to live within 1 hour ground driving time to Villeneuve airport. 
Additional Information 

Skills: 
  • Demonstrated good working knowledge of aircraft operations and employment including aviation regulations and rules.
  • Must be willing to flying single engine Cessna aircraft. This includes training and LOFT checks.
  • Demonstrated ability to understand aviation contracts and agreements.
  • Demonstrated ability to organise and manage multiple tasks.
  • Problem solving, decision-making and analytical skills.
  • Excellent customer service skills, excellent verbal and written communication skills.
  • Conflict resolution skills.
  • Ability to conduct briefings and debriefings.

Working Conditions: 
  • A standard office environment, aircraft hangars and travel to remote locations within the OpsMobil operating area.
  • Understands and adopts the company’s safety culture with attention to SMS policies and procedures.
  • Prolonged flights in small single engine Cessna aircraft.
  • May be expected to travel and spend time away from home. (3 to 5 days)
