Officer, Construction Security Planning

Reporting to the Manager, Security Operational Support, the candidate will be responsible for the overall coordination and oversight of security activities related to construction at Toronto Pearson on behalf of the GTAA.

Job Description
Key Accountabilities: 
  • Create a general security requirements document for security at Toronto Pearson to be provided to Project Manager team as part of RFP information package
  • Attend all construction meetings for projects where there are security implications and work with the Project Manager and / or General Contractor to create ‘site specific’ Security Construction and Operations Plan
  • Requires assessing and evaluating developmental project plans and drawings to ensure compliance with security regulations and policies
  • Develop interim security measures during construction activities and monitoring construction operations for compliance which requires the ability to identify and address issues regarding non-compliance at various project phases (design, construction, commissioning, etc.)
  • Notifying the local Transport Canada Security Inspector(s) about the status of relevant construction security issues
  • In coordination with Contracted Security Services team manage the Security Whiteboard process to ensure proper authorization is coordinated and that associated documentation and direction is included
  • Implement a quality assurance program with regular and formalized audits of construction activities at Toronto Pearson
  • In coordination with Pass Control administering the application process for Temporary Airport Security Passes as well as retrieval and financial penalties if applicable at the end of the project
  • Ensuring only GTAA approved security service providers are used for security services into the restricted area
  • Create briefing package for major construction projects with security impact to be provided to operational groups for awareness
  • Ensuring that certified Access Control Officers employed at construction access control points are in possession of all required documentation and equipment such as current Fail to Return (FTR) lists, post orders, safety equipment, etc.
  • Creating and providing a Security PowerPoint for use by the Project manager / General Contractor during the Site Safety and Security Orientation sessions
  • Investigate any issues of a security nature and implement corrective actions if related to construction activities
  • Upon completion of construction activities coordinate final security sweep if required before turning area back to operations
  • Provides guidance and instructions to stakeholders, employees and security personnel
  • Trains and familiarizes new co-workers/peers with regards to security requirements, systems and equipment
  • Provides direction for external contractors and Project Management team when coordinating security for construction activities
  • Providing information, guidance and advice with respect to interpreting legislation, policy and standards during both normal operations and at enhanced security postures
  • Liaises with both internal departments (SOC, CTS, AVS, and APTS) as well as external agencies (General Contractors, TC, CATSA, Security Guard Services, Airlines) regarding security procedures, coordination of events, and compliance issues

Job Requirements
Qualifications: 
  • Post-Secondary diploma and/or equivalent work experience and education
  • 5 years’ experience in airport security operations
  • Experience in interpreting and implementing legislation, regulations and security policies
  • Experience in construction procedures and policies
  • Emergency First Aid/CPR Training
  • Valid Provincial Driver’s License
  • Must be able to obtain and retain Transport Canada Secret Clearance

Knowledge, Skills and Abilities: 
  • Knowledge of GTAA and industry security systems, standards, and best practices
  • Knowledge of Transport Canada regulations and the application to maintain operations
  • Knowledge of airport layout, client and tenant operations, passenger, baggage and other traffic flows and activities
  • Ability to conduct inspections, assess findings and provide direction for the correction of deficiencies
  • Ability to compile, assess and analyze information and determine the required action
  • Ability to work independently with minimal supervision
  • Ability to create security plans and procedures and communicate effectively in both written and verbal form
  • Intermediate knowledge of Microsoft Word, Excel, Outlook, PowerPoint and Access
