Key Accountabilities

Reporting to the Associate Director, Aviation Programs & Compliance, the main purpose of the role is to develop fit-for-purpose, world class training and occupational health and safety programs for the Aviation Services (AVS) group.

  • Consult with Aviation Services (AVS) business units and vendors on development and job-specific training programs and occupational health and safety requirements
  • Liaise with all AVS Directors and Managers to identify job specific learning requirements and opportunities, and define the training objectives for the AVS group
  • Lead the design, development, implementation and measurement of AVS training programs and occupational health and safety requirements
  • Develop relationships and allocate resources to work as a relationship partner with department leadership to prioritize the work and be accountable for all deliverables
  • Develop and manage the AVS Learning and Development budget
  • Work with HR to evaluate, develop and implement enhancements to the Learning Management System as required
  • Document and maintain SOPs, training programs, and training records for applicable AVS units as content owner/subject matter expert for AVS Learning and Development policies
  • Participate in Workplace Health & Safety Committee and Job Safety Analyses (JSAs)
  • Conduct data analysis in collaboration with AVS Safety Management System (SMS) in relation to workplace injuries or SMS documented incidents
  • Promote best practices in occupational health & safety
  • Conduct workplace inspections as required
  • Responsible for being a customer centric Leader with respect to the mission, vision, values and beliefs

Qualifications

  • Post-secondary degree/diploma or an acceptable combination of education and relevant work experience
  • Canadian Registered Safety Professional (CRSP) designation preferred
  • Minimum 3 years of experience in training program development and implementation and/or occupational health & safety management preferred
  • Minimum 3 years of experience in people management (direct report or cross-functional)
  • Must possess a minimum “G” class driver’s license
  • Demonstrated experience working in a customer centric environment
  • Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities

  • Knowledge of Aeronautics Act and Canadian Aviation Regulations, TP312, ICAO Annex 14, Air Traffic Management practices, GTAA airside standards and policies, GTAA Noise Abatement Procedures and Noise Operating Restrictions, and GTAA Noise Management Program
  • Knowledge of Pearson International Airport topography and layout of the aprons, taxiways and runways; runway combinations used by Air Traffic Control
  • Knowledge of aircraft, airline, and airport operating procedures and emergency procedures
  • Ability to liaise, both verbally and in writing, with Transport Canada, Nav Canada, the air carriers, senior GTAA management and other agencies
  • Ability to develop and present technical information in plain language to internal, external and community stakeholders
  • Ability to use Microsoft Word to compile written documents and formal reports
  • Ability to use Microsoft Excel to create, monitor and develop tracking systems and generate reports as required
  • Ability to use Microsoft Power Point to develop presentation and training material
  • Maintaining knowledge of relevant Acts, Regulations, Standards, Recommended Practices and Procedures related to airports, aircraft and aircraft ground handling equipment (TP312), Procedures for the Certification of Aerodromes as Airports (TP7775), and the types of aircraft and ground support equipment used at Toronto Pearson International Airport
  • Knowledge of the relationships and interactions of GTAA operational departments, Transport Canada, NAV Canada, government agencies, airlines and ground handlers
  • Ability to develop effective working relationships with members of other organizations
  • Knowledge of Safety Management Systems including GTAA specific policies and procedures, and Risk Assessment process
  • Ability to develop and facilitate effective training courses and surveys
  • Solution and result oriented, with strong analytical, planning and communications skills (oral, written, and computer)
