Manager, Iqaluit Airport Operations

The Iqaluit International Airport is the single largest piece of infrastructure in Nunavut and is critical to the well-being of the territory. The Iqaluit International Airport Improvement Project (IIAIP) is the first Public Private Partnership (P3) agreement undertaken by the Government of Nunavut (GN). The Project Agreement governing the IIAIP included an initial four year construction phase as well as the as well as the current 30 year operations and maintenance phase, and is the most complex commercial agreement ever entered into by the GN.

Reporting to the Assistant Deputy Minister of Transportation, the Manager, Iqaluit Airport Operations acts on behalf of the Government of Nunavut (GN) as the GN Representative named in the Project Agreement to ensure that the Private Partner lives up to their contractual obligations, and that the Iqaluit Airport continues to serve the best interests of Nunavummiut. This position keeps a close and continuous management of the IIAIP Project Agreement, planning and managing other airport related initiatives and improvements, providing expert advice to the GN, and participating in development of policies regarding airports and other transportation services in Nunavut. This position has a support staff of two (2) specialists: Revenue & Contracts Officer and Iqaluit Airport Compliance Officer.

This position is responsible for oversight and monitoring of all operation and maintenance activities, regulatory compliance, reporting requirements and service levels delivered by Project Co under the terms of the IIAIP Project Agreement. 

The Manager, Airport Operations serves as the GN's principle representative on all matters pertaining to operation and maintenance of the Iqaluit Airport. In addition, the position is responsible for exploring and undertaking initiatives outside the Project Agreement which may include additional improved infrastructure, commercial development of airport lands, services, or operations at the Iqaluit Airport. As a senior advisor in matters of aviation and other modes of transportation, the Manager, Iqaluit Airport Operations will be expected to play a key role in advising senior government officials, and developing policy to benefit transportation and economic development activities in Nunavut. All Inuit Societal values will be respected by the Manager Transportation Programs.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized university Degree in Aviation Management, Aviation Operations, Engineering, Law, Business or other related field. A minimum of six (6) years’ experience in Airport Operations is required with three (3) years supervisory experience. Excellent written and verbal communication skills are required. Knowledge of project management, negotiation, and dispute resolution are also required.

The official languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in more than one of Nunavut’s official languages is considered an asset. Knowledge of Inuit communities, culture, land and Inuit Qaujimajatuqangit would also be considered an asset.

Equivalencies that consist of an acceptable combination of education and experience may be considered.
