POSITON SUMMARY The Airport Maintenance Technician II (AMT) under the direction of the Manager Operations Maintenance will primarily be responsible for overseeing maintenance, repairs and minor alterations to the Airport’s airside components and equipment in an effort to provide safe and efficient Airport Operations. This role will oversee and participate in the monitoring of the airside for Foreign Object Damage (FOD) on a continuous basis in an effort to keep the airside area safe, and will appropriately oversee the recording and reporting of FOD, as required for all seasons both Airside and Groundside, including seasonal related contaminants. The Lead Hand is responsible to maintain and improve the conditions of the Airport’s airside and groundside components during all seasons, including the removal of contaminants from surfaces; garbage and debris inspection, as well as control and keep track of all employees working on their crew at all times. The incumbent is responsible to participate and qualify in mandatory Airport Maintenance Training and Certification and additional training, as required.
PRIMARY AND ESSENTIAL ACCOUNTABILITIES Carry out detailed aircraft movement area condition inspections and reporting by:
- Physically inspecting all runways, taxiways, aprons and roadways, applying an extensive knowledge and tracking at all times.
- Removing, reporting, and accurately recording FOD on a continual basis.
- Identifying and calculating the extent of surface contaminants. Submitting a Runway Conditions Report to Air Traffic Control, the Flight Information Centre and the Flight Service Station as per Transport Canada regulations.
- Actively keeping track and monitoring of all employees on their crew at all times, in order to capture any reporting deficiencies
- Have extensive knowledge of Transport Canada regulated reporting areas such as Wildlife Control and SMS
- Maintain and improve the conditions of the Airport’s airside components by:
- Conducting daily inspections of airside components.
- Attending to wildlife matters as they occur, including: Clean-up after incidents or using a scare gun.
- Ensuring removal of contaminants (e.g. snow and ice) from paved surfaces by shoveling, plowing, sweeping, and blowing is being carried out in a safe manner and is in conjunction with the Snow and Ice Control plan, and not outside of Transport Canada regulations at all times.
- Ensuring sand and other appropriate chemicals are applied to surfaces to improve traction, as required.
- Maintaining all surfaces, including: Asphalt, concrete, gravel and grass.
- Oversee and assist in repairing cracks and filling holes in concrete and asphalt. Inspecting, maintaining, and repairing fences, gates and signage.
- Oversee and assist in removing vegetation such as trees and shrubbery to eliminate hazards and to discourage wildlife from making the Airport their habitat.
- Oversee and assist in cleaning out ditches, applying herbicide and implementing erosion control methods, as applicable.
- Oversee and assist in painting airside and groundside components, as required. Oversee and assist in removing garbage and debris.
Additional Responsibilities:
- Ensure the inspection of equipment is being performed thoroughly, prior to use by all employees on their crew.
- Ensure the proper refueling of equipment upon completion of work on their crew.
- Reporting any damage of property, incident, hazard, or near miss to the appropriate Authority. Maintaining up-to-date timely and accurate records of maintenance and repairs.
- Participating and successfully completing mandatory Airport Maintenance Training and Certification, as well as additional training, as required.
- Possess an extensive knowledge of the layout of the Airport, its’ restricted areas, and navigational aids.
- Adhering to restricted area regulations, as well as other application Legislation
- Ensuring a neat, organized work environment is kept at all times
Equipment/Tools Used:
- Frequent use of computers to enter data such as airfield condition reporting, and Daily movement and airfield lighting inspections, and all associated reports in conjunction with Airport Wildlife Control plan.
- General repair/maintenance tools.
- Extensive knowledge on a variety of complex and/or heavy machinery (e.g. Oshkosh, Boschung, MB sweeper units, front-end loader, dump truck, tractor, commercial mower.
Job Specific Competencies:
- Proven ability to conduct minor repairs and maintenance that does not require licensed professionals (e.g. Broom Core changes, Greasing, Shear pin replacement, etc.).
- Demonstrated ability to operate general tools used to conduct minor repairs and maintenance activities.
- Proven ability to operate various specialized machinery, including Airport specific heavy-equipment and Reporting Software
- Knowledge of the safety and security regulations pertinent to the specific work performed. Experience in year round maintenance and repair of concrete and asphalt surfaces.
- Able to read and interpret documents, including: Safety policies and rules; operations and maintenance instructions; and Procedure Manuals.
- Proven ability to effectively solve complex multi-variable problems.
- Previous experience with conducting runway inspections and completing runway reporting.
- Strong understanding of the Radio Operators Handbook.
- Working knowledge of Microsoft Office (e.g. Word, Excel and PowerPoint)
- Strong Leadership ability in a fast paced Airport environment
Requirements:
Level of Education: Minimum of High School Diploma required
College Diploma in General Maintenance preferred
Year of Experience: At least (3) years of similar experience performing minor repairs, building inspections and exterior maintenance. At least (3) years of experience in an airfield/aviation environment.
Special Qualifications Required. Incumbents will be required to Possess their Class 3 license with Airbrake Endorsement, Restricted Operator’s license (Aeronautical), and shall participate and successfully complete mandatory Airport Maintenance Training and Certification, Canadian Runway Friction Index training and reporting, Airport Wildlife Control Certification, be in possession of a Government issued Firearms Possession and Acquisition License, and participate in any additional training that is required. Furthermore, employees must maintain a valid Airside Vehicle Operators Permit (AVOP), and a valid Class of license.
