Specialist, Toronto Pearson Safety Program
Greater Toronto Airports Authority - Toronto, ON
Reporting to the Manager, Toronto Pearson Safety Program, this position is responsible to assist with the implementation and continuous improvement of the Toronto Pearson Safety Program. They will provide guidance and expertise to help drive a cultural change that supports our vision of zero injuries, internally and to the broader Toronto Pearson Employee Community (TPEC).

Job Description
Accountabilities: 
  • Conducting investigations into safety incidents/reports by leading a team (as necessary) to carry out a more thorough, in depth investigation
  • Writing comprehensive reports on the outcome of the investigations
  • Working with internal and external stakeholders to develop corrective action plans to mitigate findings from the investigations
  • Ensuring appropriate risk analysis is carried out on hazards and concerns
  • Identify contributing factors and determine root cause using various tools (5 why’s, ishikawa, barrier analysis etc.)
  • Ensuring corrective actions are put into place in an efficient and professional manner.
  • Developing a training program for the Toronto Pearson Safety Program (TPSP) processes and procedures.
  • Deliver initial, update and recurrent training to all management systems and Specific Point of Contacts (SPOC’s) ensuring knowledge is maintained to provide consistent outputs.
  • Developing a training program for root cause analysis, risk analysis, investigation and audit techniques to provide management systems and functional experts with the tools to perform comprehensive investigations ensuring appropriate risk is identified, proper root cause determined and adequate mitigations are put into place. Deliver initial and recurrent training to appropriate individuals, monitor outputs of investigations for gaps and modify/adjust training curriculum accordingly.
  • Maintaining training records and tracking to ensure all initial and recurrent training is delivered to ensure compliance with program.
  • Assisting, shadowing and coaching the management system SPOC’s through the concern review process, providing guidance and expertise.
  • Assisting with the development of the Toronto Pearson Safety Program awareness program. Monitor data and assist in identifying trends to ensure program stays fluid and is continuously targeting areas of identified concerns.
  • Being an ambassador of the Toronto Pearson Safety Program by promoting the awareness program ensuring internal employees and the broader Toronto Pearson Employee Community understand and support our vision.
  • Communicating orally and in writing with air carriers and other operators on matters related to the Toronto Pearson Safety Program.
  • Promoting the importance of the Toronto Pearson Safety Program to help drive a cultural change within the organization.
  • Monitoring the completion and effectiveness of corrective actions and the consistency in the use of management systems processes.
  • Assisting with independent Transport Canada audits.
  • Assisting in developing a defined and documented proactive hazard identification and risk management process, applicable organization-wide.
  • Assisting with the development of the Toronto Pearson Safety Program’s safety objectives, goals, key performance indicators and the metrics for their achievement.
  • Assisting in meeting the Corporate annual safety performance targets. Assists the manager with unit budget preparations, expenditure tracking
  • Perform other duties as required

Job Requirements
Qualifications: 
  • Must possess a College diploma, teaching certificate or equivalent experience
  • Minimum 10 years’ experience in the transportation industry – preferably in an operational or safety role
  • Minimum 3 year’s safety investigation and inspection experience
  • Minimum of 2 years training/awareness experience
  • Valid Ontario Provincial Driver's License (G)
  • Aviation Operations at an airport, air carrier or similar would be an asset
  • Experience working in a regulatory environment including applicable federal aviation safety regulation
  • Must be able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities: 
  • Knowledge of Aeronautics Act and CARS, TP312, ISO 14001, ISO 18001, Occupational Health and Safety Regulations.
  • Maintaining current knowledge of all aspects of Safety Management legislation, policies and procedures.
  • Extensive knowledge of Root Cause Analysis and Risk Analysis techniques and principles.
  • Ability to carry out detailed investigations
  • Ability to develop and deliver effective training on root cause analysis, risk analysis, investigation and audit techniques.
  • Knowledge of management system principles
  • Ability to develop solutions including procedures, processes and practices to ensure safe and effective airport operations.
  • Knowledge of airport operating procedures and related safety requirements.
  • Ability to prepare reports, responses and recommendations, to ensure operational quality assurance, and resolve conflicting views by presenting convincing safety management based rationale and process application whether there is a lack of regulation or protocol or not.
  • Ability to determine and assess causal factors and appropriate human factors/behavioural science associated with all safety incidents, accidents or safety reports or observations
  • Ability to determine the risk levels associated with any safety activity (current or proposed), or reported safety issue or concern and determine that mitigation strategies are appropriate and will reduce the risk to acceptable levels and allow the activity to continue or commence.
  • Ability to impart knowledge and understanding of the Toronto Pearson Safety Program requirements to all GTAA personnel, tenants, contractors and others whose work has an impact on safety.
  • Participating as a technical expert (Secretary/Acting Chair) of various safety committees to ensure on-going Toronto Pearson Safety Program management through the establishment or provision of recommendations on the program’s policies, procedures and recommended practices.
  • Responding to calls from GTAA staff and tenants requesting clarification or direction on whether situations or incidents are or will result in a safety violation/hazard and directing the investigation or action accordingly.
  • Knowledge of all applicable software applications.
