The Vancouver Airport Authority has a full-time, term opportunity (22 months) for a Business Analyst - Baggage in the Baggage Operations Department.  Reporting to the Director, Technology Services - Baggage, the successful candidate will provide a strong background in project management, business analysis and technical program management to manage the business and technology aspects of the implementation of a new baggage system and integration into legacy baggage systems.



Key responsibilities include:
  • Utilizing effective project management practices to plan and monitor all activities supporting projects; this includes financial budget development, forecasting and control of change management activities
  • Managing performance of multiple vendors; defining, negotiating and overseeing compliance of service level and license agreements
  • Working closely with the stakeholder community to ensure all business requirements are developed and clearly articulated
  • Building strong client relationships with business areas
  • Leading system implementations of vendor packaged software
  • Preparing and delivering presentations; facilitating business requirements and process review workshops
  • Facilitating project deliverables and liaising with technical and business staff on the development and actualization of the requirements
  • Translating documented requirements into functional specifications
  • Documenting business workflows with an appropriate business tool such as Visio
  • Ensuring issues are identified, tracked, reported on, and resolved in a timely manner
  • Assessing the impact on existing systems and business processes in order to initiate required changes
  • Working with users to seek financial justification and quantify benefits or develop business case as required
  • Assessing technology alternatives in relation to business needs and determining appropriate course of action for best solution
  • Acting as a single point of contact for all user requirements within the business area
  • Interfacing with Supply Management and/or outsourcing Contract Management (when required)
  • Regularly reviewing priorities from a project and day-to-day (operational) perspective
  • Ensuring appropriate involvement of business community for development and execution of test scripts; this includes obtaining user sign-off for acceptance and deliverables
  • Coordinating implementation activities for project deliverables including appropriate communication, procedures and training mechanisms
  • Negotiating and ensuring appropriate escalation and problem management practices are in place following project deliverable execution
  • Designing, initiating and implementing on-going process improvements with the business and service providers
  • Overseeing and managing operational performance and ensuring service to business customers is at the level expected and agreed upon
  • Liaising with the technical team for inputs required for business requirements or document creation
  • Ensuring system documentation is complete and appropriate for transitioning the system into production
Key qualifications include:
  • Completion of a bachelor’s degree in Business Administration or an equivalent field
  • Five years of business analysis experience (intermediate to senior level) with demonstrated ability to analyze business requirements, build business cases, manage change and apply technology
  • Excellent interpersonal, negotiation and mediation skills to promote/negotiate client group acceptance and implementation of new/revised programs, products and services
  • Proven ability to effectively manage multiple activities of varying complexity while under time constraints
  • Strong analytical skills
  • Strong project management skills, including proven on-time, on-budget delivery of medium scale projects
  • Strong communication skills, both written and oral
  • Exceptional interpersonal skills, including the ability to build effective client relationships and negotiate win-win outcomes
  • Excellent documentation skills, including workflow documentation
  • Operational experience preferred
  • Airport experience an asset
