Officer, Aviation Safety and Emergency Response Programs
Greater Toronto Airports Authority - Toronto, ON
Reporting to the Manager, Aviation Safety and Emergency Response Programs, this position is responsible for the ongoing development, documentation, maintenance and monitoring of airside safety and emergency response programs to ensure Toronto Pearson’s activities are undertaken in accordance with both regulatory requirements and industry best practices.

Job Description

Key Accountabilities:
Supports the promotion of aviation safety and emergency response across the Pearson airport community, working with stakeholders to ensure the awareness, maintenance and continuous improvement of airport aviation programs.

Develops plans, operating guidelines, protocols and processes for Aviation programs including but not limited to Wildlife Management, Foreign Object Debris (FOD), Apron and Runway Safety, Incursion Prevention, Aviation Emergency Response Plans, Non-Passenger Screening for Vehicles, and Operational Business Continuity

Ensures programs and plans are developed in conjunction of assessment of hazards, analysis of risk and impact

Ensures sub-processes and procedures are modified and improved on a regular basis to reflect changes in operational practices, scope of business activities, and new technologies Monitors external publications such as the Canadian Aeronautics Act, Canadian Aviation Regulations, as well as associated industry literature.

Acts as a Toronto Pearson aviation safety and emergency response subject matter expert by providing information, advice, planning and direction to GTAA management with respect to aviation safety and emergency programs, response plans, exercises/drills, and systems

Conducts reviews and audits of tenants with aviation safety responsibilities, recommends corrective action plans where appropriate and monitors for compliance Reviews safety-critical operations for procedural, legislative, and contractual compliance and directs changes as required to ensure adequate levels of performance are maintained

Undertakes reviews and investigations incorporating root cause analysis to determine causes and contributing factors to aviation safety and emergency incidents and concerns

Analyzes airport operational data and creates reports and presentations as required

Job Requirements

Qualifications:
Minimum University Degree or three (3) year College Diploma with a preference for a specialization in airport management, operations or other similarly related field A minimum of 3 years airport experience in the field of aviation safety, emergency responseor experience in a similarly complex and highly legislated environment

A minimum of 2 years demonstrated experience in document management, including writing comprehensive programs, manuals, and supporting documentation

Demonstrated experience developing and implementing contingency plans & procedures would be an asset Must be able to obtain and retain a Transportation Security Clearance

Must be able to attain an AVOP D designation within 30 days of appointment

Knowledge, Skills and Abilities:
Knowledge and understanding of airport and airside operations, related infrastructure, systems, and practices. Knowledge and comprehension of applicable federal aviation, and emergency policies and regulations across all aspects of the airport and/or demonstrated ability to learn similarly complex legislation and rules and regulations Excellent proficiency with MS Office (Power Point, Word, Excel, Project, graphical and presentation applications)

Strong analytical skills and demonstrated understanding and application of Safety Management Systems (SMS), or other quality management principles and processes, including risk assessment, root cause analysis, and audit principles and practices. Demonstrated knowledge and experience in project management processes and administration

Ability to be collaborative and creative, soliciting cooperation and facilitating agreement amongst others who may have conflicting operational or business priorities.

Self-starter, able to prioritize and work independently

Ability to prepare/present technical material and information and communicate it effectively to a varied audience
