Airport Duty Manager - 2 year term

The Airport Duty Manager ( ADM ) is an all-encompassing role that deals with all aspects of daily operations at the Kelowna International Airport. This position ensures compliance with established airport operational, environmental, safety and security policies and procedures with both airport staff and tenants. The position is fundamental in the implementation and management of airport monitoring systems, processes and procedures, and the evaluation and documentation of service for quality assurance.





Duties

1. Manage day to day operations of all airport facilities and services to:

  • Ensure daily compliance with the Airport Operating Certificate, Canadian Aviation Regulations and Transport Canada Head Lease
  • Ensure the continuity of operations and implement contingencies during failures and emergencies.
  • Ensure airport facility performance through regular inspections, audits, evaluations & investigations
  • Confirm corrective measures are implemented
2. Liaise with airport tenants, volunteers, licensees, service providers and the general public to:

  • Foster a sound business relationship with a strong focus on excellent customer service.
  • Audit, evaluate business practices, problem solve and seek new commercial and business opportunities
  • Evaluate and document delivery of services for quality assurance
  • Establish service levels, coordinate functions, set policy and procedure
3. Safety and Security:
  • Manage day to day operational safety and security processes to ensure regulatory compliance
  • Assess situations for potential hazard, audit, report and follow through on safety and security issues
  • Work with tenants and staff to action scenarios that may jeopardize safety
  • Monitor daily activities of security contractor, airport police and CATSA contractor
4. Manage Budget:
  • Revenue budget: $25 M Contributory
  • Operating budget responsibility: $50K Primary; $8.7M Contributory
  • Capital budget responsibility: $50K Primary; $29.4M Contributory
  • Who has final spending authority: Airport Director
5. Manage human resources (evening and weekend shifts):
  • Assess quality of work, assign and verify completion of tasks, discipline, train, motivate employees at regular meetings, during emergency situations and after normal business hours.
  • Assess operating conditions and approve additional human resource requirements
Qualifications

A post secondary education in business or management is preferred, as well as, a minimum of two years experience in an aviation/airport environment.

Accredited Airport Executive ( AAE ) designation along with supervisory and management experience is an asset.

Specific mandatory knowledge includes: Canadian Aviation Regulations, Canadian Aviation Security Regulations and Aerodrome Security Measures, Airport operational systems monitoring experience, Airport Emergency Plan, Airport Operations Procedures, APM Circulars, Radio License and Airside Vehicle Operators Permit, Airport restricted area access clearance and restricted area pass program.
