The Safety Programs Manager is responsible for establishing Airports Safety and Security’s (Ground Safety and Winter Operations and Airports Safety and Security) design, processes, procedures, tools and metrics for AC that will allow AC to be Canada’s airline of choice and the best value leader for international and domestic air transportation markets. 
  • Assumes the leadership of the safe operations of the respective region.
  • Ensures Safety, Security and Service standards are observed, monitored and practiced consistently including a strong partnership with the airport safety organization.
  • Ensures compliance with standards of IOSA, SMS and other applicable authorities. Assures the good management of the airport safety, security program and operation. Retains the ownership of safety for the station.
  • Conducts self-audits. Ensures self-audits are conducted on regular basis. Where audit activities have revealed vulnerabilities, ensures identification and addressing of root cause and implementation of corrective measures to address root cause.
  • Allocates airport safety material, human & financial resources and policies for Air Canada to ensure safety and security of operations
  • Determines Airports Safety and Security’s design, processes, procedures, tools, roles and responsibilities and metrics
  • Approves Airports Safety and Security material, human & financial resources allocation.
  • Manages the retention of:
    - Accident/Incident information involving Aircraft damage/Ground Service Equipment damage and near miss details
    - Security Incidents
    - Employee injury statistics
  • Manages Airports internal/external Quality Program(s) in order to monitor compliance with, as applicable:
    - Transport Canada Regulations and Standards
    - Similar foreign regulatory agency regulations and requirements (e.g., FARs, JAR-Ops)
    - International Civil Aviation Organization (ICAO) Standards and Recommended Practices:
    - International Air Transport Association (IATA) Operational Safety Audit (IOSA) Standards and Recommended Practices (ISARPS)
  • Manages and is responsible for performance of the corporate safety program, and for ensuring communication and coordination with appropriate authorities, customer airlines, subcontractors and operational managers.
  • Implements & Communicates Airports Safety and Security’s design, processes, procedures, tools, roles and responsibilities and metrics.
Qualifications
  • Bachelor’s Degree in Business Administration or the equivalent; equivalent & relevant professional experience may be considered. 
  • Experience with Employee management 
  • Strong analytical, organizational and planning skills with an aptitude for precision. 
  • Excellent interpersonal skills. 
  • Ability to work well under pressure, and without supervision. 
  • Sound knowledge of Airport Ramp & Sales operation 
  • Demonstrated planning & organizational skills 
  • Sound decision making skills 
  • Ability to establish work priorities and perform under deadline pressures 
  • Experience with managing safety, health and safety committee 
  • Understanding of Federal regulations (TC, COSH, CARS) 
  • Knowledge of SOPs (Standard Operational Procedures) and IOSA standards an asset 
  • Good computer skills 
  • Experience in unionized environment 
  • Understanding of risk assessment
