Reporting to the Manager, Aviation Safety Management Systems, this position is responsible for assisting with the continued development, implementation, management and integration of the Safety Management System by ensuring that the program framework meets Canadian Aviation Regulations.a
Job Description Key Accountabilities:
Maintains Toronto Pearson International Airport Certificate by:
- Auditing and inspecting Safety Critical Tasks as defined by the SMS, in accordance with Canadian Aviation Regulations for Quality Assurance. This includes documenting irregularities or non-compliance issues and following up on corrective action plans
- Auditing the Airport Operations Manual (AOM) to ensure compliance
- Assessing safety critical tasks, AOM and AOM appendices to determine effectiveness using ISO9001 based standards for quality and ISO19011 auditing techniques
- Maintaining and analyzing data related to QAP findings, as well as frequency mapping various hazard occurrences as defined by the SMS Hazard Register
Assists with the development, implementation, integration and administration/management of the Safety Management System (SMS) by:
- Ensuring that the SMS program and processes meet regulatory requirements and participating in audits (internal, independent and by Transport Canada)
- Developing, documenting and implementing standardized “key” processes as it relates to the SMS across affected divisions/departments, and conducting research projects into SMS developments in Canada and internationally
- Capturing and documenting best practices for the continued improvement of the SMS program and ensuring that processes and procedures are modified and improved on a regular basis to reflect changes in operational practices, scope of business activities and new technologies
- In conjunction with the Toronto Pearson Safety Program (TPSP), developing a defined and documented Threat/Hazard Identification and Risk Management process and procedures (THIRA)
- Participating in the identification of airside safety objectives, goals, performance measures, as well as designing and maintaining metrics
- Maintaining the Quality Assurance component of the SMS Program to ensure compliance to the Canadian Aviation Regulations and developing and conducting workshops and presentations on Quality Assurance (QA) and the QA program to internal and external parties
- Supporting, coordinating, conducting and managing investigations into airside safety incidents and/or identified systemic issues in partnership with an identified Single Point of Contact from the SMS Working Group
- Coaching and supporting Single Points of Contact in the identification of causal factors as well as root cause analysis.
- Monitoring progress of corrective action plans and preparing SMS status reports
- Conducting SMS and Human Factors presentation/ training for GTAA personnel and tenants
- Preparing and managing SMS information publications, including technical management of the SMS web site and interface with i-Share and any other supporting GTAA applications
- Supporting the design of SMS material associated with awareness posters, publications, and other material, in conjunction with the Toronto Pearson Safety Program (TPSP)
- Maintaining the SMS database of incidents/hazards and reviewing Safety Performance Indicators (SPIs) on a monthly basis and monitoring the progress of corrective action plans and preparing status reports
- Conducting System Review Follow-Ups in accordance with the Safety Management System
- Assists and supports the Manager, Aviation Safety Management System in the performance of duties as defined in CAR 302.505
- Acting as co-chairperson of the SMS Working Group and any other committee and sub-committee meetings in the absence of Manager, Aviation Safety Management System
Job Requirements Qualifications:
- Must possess a post-secondary diploma in Airport Management and/or five (5) years of combined equivalent work experience and education
- Minimum two (2) years’ experience in the development, implementation and administration of a Safety Management System with the ability to demonstrate a strong understanding of the philosophy and approach of a Safety Management System
- Minimum of two (2) years’ experience in aviation operations with a working level knowledge of airport operations and programs, as well as an understanding of protocols and procedures related to aviation safety
- Must hold a valid provincial driver’s license (class G) with a minimum of five (5) years’ experience as a licensed driver
- Will be required to obtain a ‘D’ AVOP permit within thirty (30) days of appointment to the position
- Certified competency in an ISO discipline (9001, 19011, 14001, or 18001) would be an asset
- Must be able to obtain and retain a Transportation Security Clearance
Knowledge, Skills and Abilities:
- Must have knowledge of Safety Management legislation, policies, procedures and relevant acts, regulations, standards, recommended practices and procedures related to SMS
- Must have the ability to maintain concentration and attention to detail, conduct and analyze audit reports, and provide feedback and recommendations
- Must be able to determine and assess contributing and causal factors associated with airside incidents, accidents or safety reports
- Ability to clearly impart knowledge and understanding of SMS requirements to a wide audience
- Ability to develop and facilitate training courses and surveys
- Must be solution and result oriented, with strong analytical, planning and communications skills (oral, written, and computer)
- Must have excellent problem solving and decision making skills and be meticulous, resourceful, detail oriented and a self-starter who works well as an individual and as a strong member of a dynamic team
- Ability to produce reports for executives
